2A.PRESENTATION OF UPDEA
3I - WHAT IS UPDEA ?
- The UPDEA is the Union of Producers, Transporters
and Distributors of Electric Power in Africa, a
non-profit continental organisation that gathers
African power generation, transmission and
distribution utilities as well as foreign
organisations involved in development of the
African power sector. UPDEA was established in
1970 with its headquarters in Abidjan (Côte
dIvoire).
4II WHAT IS UPDEAS PURPOSE AND VISION?
- The UPDEA was created with the aim of promoting
development and integration of the African power
systems through the interconnection of networks,
the exchange of experiences and know-how as well
as the pooling of energy resources in a win-win
approach for all members. - Since 2002, UPDEA has adopted a new vision
according to which, UPDEA must henceforth be the
primary catalyst of the realisation of access to
electricity for all the peoples of Africa.
Therefore UPDEA has become a development oriented
institution working in close collaboration with
NEPAD and the African Union as far as the power
projects of the continent are concerned. - Given that the energy resources are not equally
spread throughout the continent, UPDEA committed
itself to promote or initiate the setting up of
sub regional power pools where necessary, in
close relationships with Regional Economic
Communities. - Now that each African sub-region has its power
pool, the UPDEA is currently involved in
harmonising their master plans and exchanging
data and experiences. The final objective is to
have in due time an African interconnected power
system to allow load flow from North to South,
from Central to West and East of the Continent,
etc.

- Active members
- Current 52 power utilities (42 countries)
- Forecast (2005/2007) 60 power utilities (50
countries) - Affiliate members 8 African and foreign
companies

7V UPDEA MAIN ACTIVITIES
- Promoting national power systems interconnections
and regional integration in the power sector. - Collecting, processing and circulating data on
the African Power sector in the framework of
benchmarking between member utilities. - Seeking out information on available funds for
power projects and make member utilities
informed. - Organising meeting and workshops with one or more
development partners on specific project
financing. - Organizing colloquia, workshops, seminars and
study trips in the framework of exchanging
experiences between member utilities.
8VI MAIN INITIATIVES OF UPDEA
- Among the recent or ongoing initiatives of UPDEA,
one may mention - The implementation of a continental African
databank, accessible on internet. - The setting up of power pools in central Africa
(2003) and in Eastern Africa (2005) in
collaboration with the Regional Economic
Communities. - The setting up of a cooperation framework between
African power pools. - The setting up of an African Standardisation
Electro technical Commission (AFSEC) in order
to promote the use of electrical materials
adapted to the realities and African
conditions (2005-2006) this activity is
performed under the patronage of the African
Union. - Under the patronage of the African Union, setting
up an African Fund for the Development of Rural
Electrification (FADER). This fund whose
feasibility studies are in progress should
enable deal with the under-electrification of the
African rural world. - The pilot electrification programme of
cross-border villages backed by the African
development bank (AfDB) and other development
partners.
9B.PILOT PROGRAMME OF CROSS BORDER ELECTRIFICATION
10I CONTEXT OF THE PROGRAMME
- The rate of electrification is very low in
sub-saharan Africa - It does not exceed 5 in some countries
- The situation is more dramatic in rural areas,
many villages in Africa have not yet enjoyed a
light from an electric bulb, 45 years after our
national independences. - At our borders, there are villages or rural areas
not yet electrified whereas few km or even few
hundreds meters away in a neighbouring country,
electricity is available. - This situation is disappointing for peoples, who,
sometimes are speaking the same language.
11II OBJECTIVES
- Increase access rate to electricity for the
African peoples living in rural areas. - Strengthen cooperation ties between neighbouring
countries. - Enhance a well being in African rural areas in
order to reduce rural depopulation and preserve
environment - Generate wealth in rural areas by fostering
agro-industries.
