Ref Force Development and Capability Based
Planning (CFD Handbook 29001-1 (DGFDA) v4.2)

• To rationalize and prioritize IC2 Capability
  Capital, POM, and RD activities IAW the
  prioritized C2/CIS deficiencies list and link to
  SDOA
• To define and manage the IC2 Capability target
  standards against the Data, Application and
  Enterprise Layers of DND network infrastructure
  and capability
• Providing decision support to senior leaders with
  respect to IC2 Capability Roadmap

• To track priority of all deficiencies
• To capture and confirm the deficiencies that
  capital projects, POM, and RD are currently
  addressing
• To identify overlaps and gaps
• To prioritize Capital, POM, and RD investment
  in line with the prioritized deficiency list
• Recommend baselines, targets, and standards over
  time
• To evolve the CID from a document repository to a
  requirements / solutions database
• To identify milestone baselines for anticipated
