Driver Implementation

• This will definitely affect vehicle
• Data integrity is absolutely critical now with
  shared Driver and Vehicle customers
• Dont create new customer records unnecessarily
• Every time you create a duplicate customer it
  increases the number of renewal notices that must
  be sent
• Slows vehicle searches
• User Acceptance Testing for VRT Driver
  regression testing scheduled for next week

Driver Go-Live Tentative Dates

• Thursday, April 20th at 500 p.m. existing
  Drivers License System becomes unavailable
• Friday, April 21st the Vehicle System is
  operational until 530 p.m.
• Saturday, April 22nd the system is not available
  due to system conversion
• Sunday, April 23rd counties should have one staff
  person sign on to validate system access
• Monday, April 24th the new Vehicle system will be
  available for all counties to use.

Dealer System

• Successful dealer system implementation
• System is working as designed to enforce existing
  business rules including
• Identifying unlicensed dealers
• Identifying dealers not properly franchised
• Identifying improper salvage title transfers,
  i.e. private to private transfers
• If the license is not valid, the application must
  be rejected unless override approval obtained
  from OVS

Leasing License

• Visibility raised regarding need to have a valid
  leasing license
• OVS giving priority to process leasing license
  applications
• Titles must be issued in the name and address at
  which the leasing company is licensed just like
  a dealer
• If leasing company desires a different address on
  the title, then a new leasing license must be
  obtained
• Leasing companies may resubmit new title
  applications if the address on original
  application didnt match the address on leasing
  license

Dealers As Customers

• View the Dealer Assignment video at

• When searching for an Iowa licensee, always
  search by Iowa license number, i.e. L or D
  number
• Search for out-of-state dealers BEFORE adding
  them as a customer, i.e. IL1234 would be typed in
  the identification field in customer search
• When adding out-of-state dealers as customers
• Use the two letter state abbreviation followed by
  the number in the D number. Omit any alpha
  character

• Steps for reporting dealer violations to Motor
  Vehicle Enforcement
• Refer suspected dealer license violations to
  Captain George ODonnell at
• George.ODonnell_at_dot.iowa.gov
• Possible reportable violations might include
• Travel trailer sold by dealer licensed to sell
  only motor vehicles
• Selling without the required franchise
• Selling while suspended, denied, revoked, or
  expired

Dealer DBA

• Current functionality allows capturing dealers
  legal or DBA name on reassignments
• Use appropriate name for type of title transfer
  for example if transferring a new Isuzu sold by
  Bob Brown Inc DBA Bob Brown Chevy, Bob Brown
  Isuzu you would choose Bob Brown Isuzu
• Changes will be implemented to allow selection of
  dealer DBA name when issuing a dealer title
• This change will be available on March 22, 2006

• Review release notes sent on March 2, 2006 for
  detailed instructions on where to send the DE
  override request
• Remember Include details in the comments
• County Name
• Clerks User ID
• Dealer Number, if applicable
• Type of Transaction

Merge Customer

• Merge customer will only be available until April
  20, 2006
• It is to your benefit to merge customers prior to
  this date
• Allows EZ renewal function to be used
• Duplicate customers increase the number of
  renewal notices that must be sent
• Slow vehicle searches

ATM2 Updates

• Special Plate Renewals
• Renewals for all special plates are now available
  on the drop down under Miscellaneous Transaction.
  
• If you are not able to collect these fees on the
  VRT transaction, perform a miscellaneous
  transaction, merge the two transactions and
  collect with one payment.
• Miscellaneous Transactions
• The Keys tab links to key information such as
  VIN, customer number, title number, etc

March Month End

• A controlled March Month End consolidation will
  be scheduled
• Similar to the first few consolidations in 2005
• A few counties consolidating at a time
• OVS will send out a consolidation schedule

Refunds

• April 1, 2006, the refund process will change
  for
• No replacements
• Excess Credits
• As of 3/13/2006 you can now enter a one-time
  mailing address
• This does not affect the actual customer file in
  ARTS
• OVS will send an email detailing the changes

• Use the SI list when adding an SI
• Enter the FEIN and select only SI under the SI
  option box. Contact OVS to add new SI holders
• Printing problems (tire tracks, dirty copies)
