4CODE OF CONDUCT
Coaches ejected from any game will be
automatically suspended from coaching there next
League, District Tournament, or JBO Championship
game. (whichever comes first.) Plus you must
provide your 2009 Coaches Card before
re-instatement. Coaches may appeal this penalty,
but the game suspension must be served. Coaches
ejected twice during a season will be required to
appear before the County Board for possible
disciplinary action (unless the initial penalty
appeal is ruled in favor of the
coach) Discipline could range from multiple game
suspension to removal from coaching. When
serving a game suspension, the coach may watch
the game from the general Spectator are, but
must not be in the bench area or coach from any
area during the game.
5CODE OF CONDUCT
Player ejected from a game will be subject to
similar penalties. Any player ejected from a
game is automatically required to be benched at
the next League, County Tournament, or State
Tournament game (whichever comes first) The
player must attend the game to serve the
penalty. If the player does not attend the next
applicable game, the suspension will continue to
apply until the player has attended, and been
benched for an entire game. To document that the
suspension has been served, the players coach
must assure that the name of the suspended player
is being benched for disciplinary reasons in
the opposing teams scorebook. Players ejected a
second time will be required to appear before the
County Board. Subsequent discipline could range
from multiple games to the whole season.
6CODE OF CONDUCT
It is the responsibility of his/her coach to
assure the player serves the suspension. If the
player participates without serving the
suspension, the players team may be required to
forfeit all games that the player participated in
prior to the penalty being completed. CCJBA
Board may impose disciplinary action on coaches
or players for improper behavior, disregard for
game rules, or other conduct contrary to the
intent and philosophies of the Junior Baseball
Organization, and this organization. This may
include improper actions and behaviors not
specifically mentioned in this code.
72009 ROSTERS
Minimum number of players is 12. In addition
teams entering JBO tournament play must bring a
roster with 12 eligible players or provide the
appropriate Player/Team Waiver Form Rosters
due before first league game with all waivers and
or report cards needed. (Team will forfeit all
games played if not turned in before there first
game) Additions to team rosters after their
first league game will only be allowed prior to
completing fifty percent of the teams League
games. Teams may add after fifty percent, but
the team will not be eligible for post season
play. (Not subject to an appeal) Players may not
move between team rosters without a
waiver. Players must play fifty percent of
League Games to be eligible for Post Season Play.
(Exception Illness or Injury excused in writing
by the players doctor.) We have called players
before to see why they are not at the tournament.

92009 RULE CHANGES

- C. If an association chooses to field a Federal
team it must consist of a minimum of 50 of
eligible players from within their association
boundaries. - Player Eligibility
- F. If an Association does not field a Federal
team, players in that Association may play in the
Association closest to their residence and within
the players district of residence at the Federal
level without a waiver (providing that team still
consists of a minimum of 50 of eligible players

- D. Teams are allowed a maximum of 3 waivered

- E. The District Commissioner may waive a team up
a level or down a level at any point prior to
completing fifty percent (50) of the teams
league games. At the time, if its the decision
of the District Commissioner to move the team,
the District may do so without JBO Board approval
provided the team does not have a winning
percentage at or above 500.
10ADJUSTMENTS TO LEAGUES
District Commissioners may move a team up a
level at any point prior to completing fifty
percent (50) of the teams league games.
However, a District Commissioner may not waive a
team down in the Matrix until that team has
completed twenty-five (25) of the teams league
games in Division play. At that time, if its
the decision of the District Commissioner to move
the team down a level, the District Commissioner
may do so without JBO Board approval provided the
team does not have a winning percentage at or
above .500.

- RULES FOR DOUBLE-HEADERS DURING LEAGUE PLAY
- For the first game, the game shall start by 600
p.m. And no inning will begin after 800 p.m. - The second game will begin no later than 20
minutes after completion of the first game, and
no earlier than 730 p.m. - For the second game, no inning will begin after
1045 p.m. - Any inning that is begun before these time limits
will be completed if possible. If, for some
circumstance, the game is called during an
inning, the score will revert back to the last
complete inning.
13GAMES START TIMES
All games shall be played in accordance with
Junior Baseball Organization Official Rules and
Regulations. Consult this book for a complete
set of rules. Coaches must provide a complete
line-up card to the home plate umpire before the
beginning of each game. The card must include
the uniform number and complete name (first and
last name) of all players participating in the
game, and the complete name of the head coach
present at the game. Each home team is
responsible for furnishing two (2) new, good
quality, leather baseballs for each game. All
rain outs or game cancellations must be
rescheduled within seven (7) days. The home team
must offer three possible dates for the visiting
team coach to accept. There will be no game
protests to the County Board. For disputes over
rule interpretation during a game, coaches will
have two minutes to identify to the umpire the
rule in question from the official rule book(s).
The coach must have the applicable rulebook in
possession before disputing an umpire
interpretation. Opposing coaches should show
sportsmanship by working together to solve rule
interpretation conflicts.

15PITCHING UPDATES
Midget Division A youth must not pitch more that
six innings in one week (seven days,
consecutively, constitutes one week.). In
addition, a National level youth is limited to
three innings per game. One pitch constitutes an
inning. Example If a youth pitches three
innings on Tuesday, she/he may pitch only three
more innings before the next Tuesday. Junior
Division A youth must not pitch more than seven
innings in one week (seven days, consecutively,
constitutes one week.). In addition a National
level youth is limited to four innings a game.

16REPORTING GAME RESULTS
All coaches will be provided with mail-in game
results reporting cards. The Home Team is
responsible for completing the game results card
during the game. Game results cards must be
signed by both coaches prior to leaving the
field. The game results card will be provided to
the Winning coach who is responsible for mailing
in the card. In the case of a tie, the home team
coach is responsible for mailing the card. Game
results must be completed in full, and be
postmarked within 48 hours of the game.
17REPORTING GAME RESULTS
Coaches must assure that completed cards include
the score of the game, and the number of innings
pitched by each pitcher for each team (Note one
pitch constitutes an inning pitched). For each
pitcher, the card must note their uniform number,
their first and last name, and the number of
innings pitched. Innings pitched in an official
game that ends in a tie count against the
pitchers total allowed innings. A game is legal
after three (3) innings for Midgets, four (4)
innings for Juniors, and five (5) innings for
Seniors and Cubs. ALL game results cards must be
received no later than 9pm., July 3 (All Midget
Divisions and Junior National American 9pm.,
July 10 (Junior Federal and all Senior Divisions)

19PRE-COUNTY TOURNAMENT MEETING
All federal teams are eligible for post-season
County Tournament play. Only the top eight teams,
or 50 of National and American level teams
(whichever is greater) will be eligible. Tourname
nt seeding is completed by the County Board based
on each teams League win/loss record
(percentage). League Champions receive the
highest seeds. Teams that are moved down in
skill level during the season are not eligible to
be League Champion. Teams that are moved up in
skill level during the season remain eligible to
be League Champion. The win/loss record of moved
teams is based on games after the move. For
County Tournament pre-tournament games, the
higher seeded team will be the home team. Both
teams will split the umpire fees, and provide
baseballs for these games.
20PRE-COUNTY TOURNAMENT MEETING
Game Results Reporting Cards must be completed
for all pre-tournament games. These cards will
be kept by the winning coach and submitted to the
County Board at the applicable Mandatory
Pre-Tournament Meeting. There is no time limit
for pre-tournament games. The Head Coach of
all teams advancing must attend a Mandatory
Pre-Tournament Meeting. If the Head Coach cannot
attend, one team representative must attend in
his/her place. For 2009, these meetings will be
held as follows July 8 (Midget Federal), July 10
(Midget and Junior National), July 15 (Junior and
Senior Federal), and July 17 (Senior National)
meetings are at 630 pm, Chapin Park in Oregon
City. All American level teams will meet with
tournament coordinators at the tournament site
prior to their first game. All teams advancing
to the County Tournament are required to pay
entry fee prior to the tournament. This fee must
be paid to the Area hosting the tournament at the
Mandatory Pre-Tournament Meeting. The entry fee
is 50 for Midget and Junior National teams, 75
for Midget and Junior American teams, 125 for
Midget and Junior Federal teams, 100 for Senior
National teams, and 150 for Senior American and
Federal teams.
21PRE-COUNTY TOURNAMENT MEETING
Teams advancing to the County Tournament that are
not able to participate in the JBO Championships
must notify the County Board prior to, or at the
beginning of, the County Tournament.

22COACHES TREATMENT OF UMPIRES
Intimidation, threats, verbal abuse or physical
contact with any umpire by coaches, players or
fans WILL NOT be tolerated. Severe disciplinary
action will be imposed for any of these
infractions. Coaches and fans must remember that
many of the umpires at these youth games are
young teenagers, and are just learning to be
umpires. Coaches are expected to exhibit
patience, tolerate mistakes, and assist the
umpire in learning. Failure to treat umpires
with respect and promote a positive experience
for these umpires leads to a lack of umpires for
games! The Area of the home team is responsible
for scheduling and paying umpires for the game.
23COACHES TREATMENT OF UMPIRES
All umpires must be at least age 14 by August 1,
2009. In addition, an umpire must be at least
two years older than the oldest players in the
game umpires must be at least 14 years of age
for Midget and Junior level games, and at least
16 years of age for Senior level games. All
umpires used in league games must be certified by
CCJBA or another recognized umpire association.
(e.g. Portland Baseball Umpires Assn., Salem
Umpires Assn.). CCJBA umpires receive
certification by attending CCJBA sponsored
clinics and passing a certification test used to
evaluate a potential umpires understanding of
baseball rules is the same test that is
administered to High School umpires!
242009 SPORTSMANSHIP AWARD
There will be a presentation at the county
tournament recognizing a coach at each level
Midget (National, American, Federal) Junior
(National, American, Federal) Senior (National,
American, Federal). There will be a voting
spreadsheet created and emailed to all the
coaches for them to cast a vote. The Area Head
of each association will be active with the board
in making sure that all coaches vote. The coach
with the most votes will receive a plaque at the
county tournament, will be listed on the CCJBA
Website, and will be listed in next years Rule
Book. In case of a tie between coaches, the
executive board will decide the winner. All
votes will need to be cast by July 5th, 2009.
