3Benefits of Climate Action
- Environmental
- Mitigating global climate change
- Improving air quality, public health
- Financial
- Emissions Energy Use Lower Cost
- Economic (green jobs, local economy)
- Infrastructure (alleviate traffic, smart growth)
- Social (improved air quality, reduced asthma
rates, more livable communities) - Leadership (model for citizens, other
communities, recognition for efforts)
4ICLEI Local Governments for Sustainability
A worldwide movement of local governments
dedicated to achieving tangible improvements in
global environmental conditions through
CUMULATIVE LOCAL ACTION
- Association of cities, towns, counties in over 50
countries - 11 offices worldwide
- 350 communities in U.S.
5Cities Contribute to the ProblemAnd can Create
the Solutions
- Local governments influence all major sources of
global warming and local air pollution
Renewable Energy Energy Efficiency

Transportation and Land Use
6Why Local Governments?
- Local governments have responsibility for
- Establishing and enforcing local and national
policies and regulations - Overseeing the local planning processes land
use and transportation - Day to Day Operations Energy, Water and Waste
disposal - Local governments work closely with the public
- Citizens turn to local government for assistance
- Better equipped to identify and understand local
issues - Provide education for public
- Mobilize public
7Cities for Climate Protection (CCP) Campaign
- Largest ICLEI campaign
- Over 850 participants worldwide
- 350 participants in U.S. More than 25 of U.S.
GHG emissions 25 of US population

9Milestones 1-3 Baseline Target Action Plan
Milestone 1 Baseline 2,300,400 tons of GHGs
Milestone 2 20 Reduction Target 460,080 tons
Milestone 3 Develop Action Plan
10Results from CCP Participants
- Cumulative local actions have a positive impact
on global climate change
- A 2003 ICLEI Study of 160 CCP participants found
that yearly - 23 million tons of eCO2 is removed , saving 535
million - in energy and fuel costs. This emissions
reduction is - Yearly Heating Cooling for 1.8 Million homes
- 2.1 Billions Gallons of Gasoline
11What Does ICLEI Provide Its Members?

14Cities in Action Green Power Development,
Austin, TX
- 5 renewable power for entire community
- Reducing 255,000 tons of CO2 annually
- 1/2 of the growth in energy demand met by
conservation and renewable resources - Green Builder Program
- Green Choice program offers the option to buy
100 renewable
Taxi Stand 32 kW photovoltaic system
15Cities in Action Cops on Bikes, Los Angeles, CA
- 15 productivity increase for traffic officers
- Improves morale and community relations
- 15 bikes for traffic officers will save 350,000
in vehicle costs over 5 years
16Cities in Action Energy Efficiency in Oakland
- Energy efficiency projects in the City
Administration building save over 180,000 per
year and reduce emissions by nearly 750 tons
annually - Replaced green and red traffic lights with LED
lights, saving the city over 400,000 annually
and reducing emissions by 1,700 tons a year - Energy retrofits at the Oakland Museum save
160,000 per year and 500 tons of CO2e per year
1 MW solar installation on the ice rink downtown
17Cities in Action Ban on Recyclables in Garbage,
Seattle, WA
- Recycling ordinance aimed at eliminating
recyclable or compostable paper, cardboard,
aluminum cans, plastic bottles, and yard debris
that have constituted approximately 25 percent of
the citys garbage. - The city estimates that the new ordinance can
save residents and businesses as much as 2
million per year and keep future garbage costs
low. - The measure is projected to achieve an annual
reduction of 260,000 tons of eCO2
18Cities in Action Ann Arbor LED Street Lighting
- Piloted LED pedestrian street lighting in
downtown - Installing throughout downtown
- Energy use reduced 50
- Maintenance costs reduced 70-80
- 250 tons CO2e saved annually
19Cities in Action Green Roofs, Chicago, IL
- Surfacing the roofs of municipal buildings with
greenery reduces storm water runoff, but also
create large energy savings. Green roofs reduce
air conditioning costs more efficiently than they
lower heating bills. - The City of Chicago found that installing a green
roof on city hall lowered the temperature by 3 to
7 degrees Fahrenheit, which translated into a 10
reduction in air conditioning requirements. While
the citys green roof was 90 degrees on the
summers hottest day, neighboring roofs measured
over 160 degrees Fahrenheit.
