Project Purpose and Objectives
  • To increase the capacity of locally elected
    officials to improve water resources management
  • To increase the understanding of local water
    resources management systems and the flow of
    information between various stakeholders, in
    particular, among locally elected officials
  • To ensure that within the municipal corporation,
    the various sectors share and understand their
    contribution to water resources management and
    develop an integrated approach to improving water
    quality and access

  • T o create a forum for elected officials to share
    their knowledge and make peer commitments and
    agreements to improve water resources management
  • To catalyse additional local support and ensure
    greater exchange, cooperation and coordination
    between local governments within the country

Expected Outcomes
  • Elected officials will become more engaged in
    resource mobilisation to achieve MDG 7
  • Officials are equipped with the tools to engage
    both locally and internationally from a strong
    platform of understanding and knowledge of the
    local water systems
  • Local elected officials are conversant with
    sustainable development practices and in
    particular as they relate to water resources
    management
  • Participating cities will assess local water
    policy and identify opportunities for integration
    and resource mobilisation

  • Local Action Plans for the Cities developed
  • Local government managers, senior staff and
    technicians will have advanced knowledge of
    mechanisms to ensure protection and conservation
    of water resources in their field of interest
  • Documentation of Cities good practices and the
    local government perspective to provide lessons
    for others
  • Two cities will provide a baseline for
    monitoring achievements in some of the targets
    set in MDG7
  • Local politicians will give priority to water
    resources management and the achievement of MDG7

Methodology
  • Project to be carried out in two phases-
  • Phase 1-
  • Municipalities will conduct self assessments of
    current initiatives and practices in their city
  • Methodology for gathering this information has
    already been developed by ICLEI and will be
    adapted for use in the local context
  • Assessment will be a rapid process to identify
    gaps in policy, operations and services. It will
    also highlight areas of excellence
  • Capacity building on self assessment of the
    operations and activities of the Cities and local
    awareness of water resources management will
    consist of four basic training modules

  • Module 1 Introduction
  • To generate awareness of the international
    commitments made by national governments and of
    good practices and initiatives being implemented
    internationally
  • Also to prepare the city for the consultation and
    capacity review of stakeholders
  • will consist of an overview of commitments made
    in Johannesburg, the Johannesburg Plan of
    Implementation and its implications for local
    government
  • Good practices in water and sanitation, various
    international processes, the Millennium
    Development Goals, the Commission on Sustainable
    Development (CSD) process will be shared among
    participants
  • will also allow local staff to review local
    participatory processes and how they relate to
    water

  • Module 2 Water Quantity
  • Participants will share tools for the analysis of
    the municipalitys operations and practices on
    water consumption
  • Water demand management options for the city will
    be highlighted
  • Participants will be expected to do further
    analysis of local options

  • Module 3 Water Quality
  • Local good practices and factors influencing
    water quality will be identified
  • Participants will be equipped to conduct an
    analysis of current local government operations
    and their likely impact on receiving waters

  • Module 4 Water Access
  • To use techniques used in the Local Agenda 21
    approach to develop and support a forum for
    stakeholders that are without access to water
  • To involve use of participatory methodologies and
    stakeholder analysis techniques and ways to
    engage disadvantaged groups
  • To focus on ensuring that local elected officials
    are able to identify potential new sources of
    resources to support current developments and to
    mobilize dormant resources

  • Phase 2 Peer Exchange and Review
  • Workshop 1 to be held and involve a local level
    meeting within the city where the results of the
    local assessments are discussed
  • Workshop to make elected officials and the
    various stakeholders show a clear commitment to
    local issues
  • Workshop 2 to be held for the elected leaders of
    different cities to meet and share best practices
    from their cities
  • Cities to also be requested to present a priority
    area for action at workshop 2 and also for
    reporting on progress at the next national
    meeting

Project status/progress
  • Project is being piloted in 4 Municipalities in
    Zambia and in 2 in Uganda
  • Zambian municipalities are Lusaka, Chongwe,
    Chibombo, Chililabombo
  • Ugandian municipalities are Entebbe Jinja
  • Launching meetings were held in May August in
    Zambia Uganda, respectively
  • 1st training sessions for committees comprising
    selected councillors and officials were held in 4
    participating municipalities in Zambia

Challenges
  • Project behind schedule by about 8 months due to
    delays in recruiting the Project Manager
  • Limited resources
  • Local government elections coming next year in
    both countries risking consistency of
    participants
