SNS Internal Safety Review System

• Purpose - to establish an effective process for
  assessing adequacy and implementation of key
  safety related facility and administrative
  systems.
• Scope
• focused on accelerator specific safety
  requirements as promulgated in DOE Order 420.2B.
• Not intended to replace, supersede or diminish
  wide variety of assessments already established
  at ORNL.
• Augments existing programs - comprehensive
  Integrated Safety Management approach.

Regulatory/Statutory Basis

• Order 420.2B requires Internal Safety Review
  System to
• periodically assess and document the condition
  of
• the facility,
• equipment and
• engineered safety systems.
• periodically assess appropriateness and
  implementation of
• procedures,
• administrative controls, and
• personnel training and qualifications.
• DOE Guide 420.2-1 provides some guidance.

• Established in Approved Policy Document
• Consist of following periodic assessments
• Triennial Assessment
• Annual Assessments
• Ad Hoc Assessments - as needed

SNS Triennial Assessments

• Provides independent review and appraisal of
  accelerator safety related activities authorized
  under 420.2B.
• Conducted by the SNS Accelerator Safety Review
  Committee
• Includes assessment of
• condition of the facility, equipment and
  engineered safety systems
• appropriateness and implementation of procedures
  administrative controls, and personnel training
  and qualifications and
• safety documentation status (e.g. FSADs, ASE and
  USID process)

SNS Annual Assessments

• Review of selected safety related topical areas.
  
• not intended to be exhaustive
• focused on limited set of topics deemed important
  by management.
• SNS Operations Manager appoints individuals
  establishes scope.
