1Best Practices - Space ManagementFacility
Information Center
Dan OConnor April 25, 2006
2Introduction and Background
- FO prepared a report titled Integrated
Information Strategy dated October 2002 that
established the need for and schedule to
implement Facility Information Systems - The report recommended implementation of a CAFM
to support the New Buildings in the 3rd Qtr of
FY03 - Heery International has recommended implementing
a CMMS Pilot for the New Buildings based on their
April 7-9, 2003 visit
3A Review of Existing Facilities Systems Showed
Non-Integrated, Non-Friendly Architecture
- Conducted Independent 3rd Party Evaluation
(Heery) - Scope - Evaluate existing systems and recommend
approach to improve facilities management
processes - Recommendations
- Replace in-house software with COTS systems for
Computerized Maintenance Management System
(CMMS), Computer-Aided Facilities Management
(CAFM), and Geospacial Information System (GIS)
functionality - Institute best practice maintenance management

9Communication Plan
- Project Website will be maintained with
Upto-date information - Provide weekly status updates to pilot team
- Provide regular status updates to Steering
Committee - Provide regular updates to the Change Review Team
- Provide regular updates to the Information
Technology Advisory Council - Articles will be written for ORNL Today giving
status updates as appropriate
10We are ready to provide this information source
as a key element of facilities modernization to
help the entire laboratory
A one-stop source for safety/operational
information
- Integration with hazards and safety information
(HMIS, MSDS, Chemical Management Center,
asbestos, confined space, lasers, rad sources,
fume hoods, stacks vents, etc.) - Operational information (space utilization, RSSs,
FUA compliance) - Identification of contact personnel and R2A2
information - Space/Lab access, qualification, and training
requirements - Integration with RD-related permits, procedures,
etc.
and
A one-stop source for facilities information
- A source of information for infrastructure
(drawings, operations and maintenance manuals,
systems, etc.) - An inventory of assets and property in
rooms/facilities - Integration with facility-related permits,
procedures, etc. - A strategic planning tool for space management
(link program to cost of space) - Technical and facility standards
- FIMS data source

13Lessons Learned
- Include team members experienced in the process
- Involve as many stakeholders as possible in
developing needs assessment and requirements
document - Develop a detailed project plan and continually
update the plan - Maintain good communications with stakeholders
and management
