Scholarship, Training, and Education Programfor
Tobacco Use Prevention (STEP UP)
  • In 2001, ASPH and the American Legacy Foundation
    formed STEP UP
  • 5-year project with an overall objective of
    increasing the visibility of tobacco control
    topics in graduate public health educational
    settings
  • 3 goals
  • to increase number of graduate students and
    faculty in public health who specialize in
    tobacco studies and research
  • to better integrate tobacco-related issues into
    graduate public health education and
  • to build a stronger infrastructure for
    tobacco-related education in schools of public
    health.

STEP UP Activities
  • ASPH/Legacy Review Committee
  • Developing RFAs for eventual award of 1.8
    million
  • Reviewing grant applications, and
  • Reviewing quarterly progress reports
  • ASPH Tobacco Use Prevention Council, charged with
    advising deans on tobacco use prevention and
    control, including curriculum issues and research

  • Education/training
  • 81 offered some kind of tobacco-related
    education and training
  • 53 offered tobacco-related courses for credit
  • Tobacco-related grants and contracts
  • 94 had some funding for tobacco activities
  • 130 million across all schools
  • average of 4.3 million per school
  • 57 came from federal grants
  • 28 came from charitable organizations
  • 7 came from state funds

  • ASPH invited representatives from all accredited
    schools of public health to attend
  • Objective To develop a strategic plan for the
    next phase of the ASPH/Legacy partnership to
    continue advancing tobacco teaching and
    research.
  • Funding provided by Legacy through the STEP UP
    project

  • Goal to develop a strategic plan to inform ASPH
    and other partners of strategic priorities for
  • tobacco research, and
  • graduate education/training programs addressing
    tobacco
  • 30 individuals attended
  • Representation from 27 accredited schools of
    public health

Retreat Process
  • Participants self-selected into breakout groups
    to consider either research or education/training
    as applied to
  • areas for advocacy for future funding
  • priorities for sustaining and further developing
    research or education/training programs within
    SPH
  • methods to maintain vigilance on tobacco
    prevention and control with increasing concerns
    about other risk factors, e.g., obesity and
  • implications for program planning for the 2nd
    National Academic Tobacco Workshop
  • Each breakout group generated a set of concerns
    and recommendations that were then presented to
    the larger group for synthesis into a unified set
