7Telecommunication sector reform
- Telecom reform has been implemented since the
Telecommunication Law no. 36 year 1999 was
amended and the Blue Print on Telecommunications
Development was issued. - Principles
- Creating fair and healthy competition in all
telecom services
- Increasing private participation as
telecommunications providers
- Conducting pro consumer policy
- Ensuring transparent, consistent, credible
regulatory framework
- Facilitating participations from privates,
association and telecom community in regulation
reform.
8Telecom Investment Climate
- Indonesian policy under WTO agreement Foreign
shares are up to 40 for telecom business.
- In the open market, open and conducive investment
climate are very demanding and as guarantee for
future investment.
- Therefore, telecom industry reform is on-going to
create strong fundaments toward full
liberalization.

- Through Presidential Decree No. 50/2000,
Government has established Coordinating Team of
ICT (Telematika).
- The team is to coordinate the development and the
utilization of ICT in all sectors from government
departments and private sectors in Indonesia
- Through Presidential Decree No. 6/2001,
Government endorses Development and utilization
of ICT in Indonesia.
