Foundations of Care

• Obligation to provide same level of care to
  detainees as U.S. forces
• Security must always be present
• Medical does not provide security
• Must have consent for care/treatment with the
  following exceptions
• Incompetent (2 providers, one a mental health)
• Lifesaving measures
