and prepare regional communities for BRAC changes
and transformation. Plan for long term
sustainability and smart growth. Workforce and

which expires June 30, 2010 Develop innovative
education and workforce training programs to
meet the requirements of emerging defense and
high tech industry clusters. Economic
Transformation Funded by counties and

- Develop an Action Plan to sustain the BRAC RTF
programs - BRAC RTF continues as an independent organization
for at least one more year Currently a
501(c)(6) Partnership of Local Governments. - Apply for IRS 501(c)(3) status for the AACWI to
apply for grants and other funding (sustain the
RTF workforce and educational programs and expand
the i3D network) - Generate revenue from the PipelineNC.com job
connection platform - Apply for IRS 501(c)(6) status for the AA

Initial Action Plan
- Action Plan to sustain the BRAC RTF programs
- Designate the BRAC RTF region as the focal point
for Defense and Homeland Security (DHS) programs
in North Carolina - Establish a North Carolina Center for Defense
Homeland Security as a state authority and align
the BRAC RTF staff as the core staff for this
center - Expands role to include strategic planning to
connect DHS programs and funds with NC assets - Includes Workforce Demonstration Programs and
educational initiatives - Continue regional planning and regional economic
transformation/economic development initiatives
5All American Center for Workforce Innovation
(AACWI)
- Established in June 2008, expanding to all 11
counties with i3D high tech classrooms (19
systems in place) - Utilizes FTCCs Advanced Visualization Center as
the Hub for a virtual network - Funded by US DOL grant to train a higher skilled
workforce to meet emerging industry needs
(Strategy 1) - Developing a Talent Acquisition Platform with
Futures, Inc by Sep 2009 - US DOL grant ends June 30, 2010

6NC Center for Defense Homeland Security
- Establish a NC Center for Defense Homeland
Security that will serve as a focal point for
Strategic Planning and development of the
intellectual capital and business intelligence
necessary to understand and analyze DOD and
Homeland Security programs and funding. - Establish a statewide authority through the
University of North Carolina system, hosted by
FSU, as the framework to connect NC assets,
including Research and Development initiatives to
DHS programs. - Hire a grant writer/program analyst and a federal
program analyst with state funds to initiate
program

10Homeland Security Advanced Visualization Center
- Establish an Innovation Center for Homeland
Security Advanced Visualization that is aligned
with the NC Center for Defense Homeland
Security - FTCC has one of only 3 Advanced Visualization
Centers in the country. - Enhanced simulation and i3D modeling for Force
Protection, emergency response and Homeland
Security is a rapidly growing industry. - Developing an Advanced Visualization Center for
DHS will establish NC as a focal point for this
industry.

11State level Coordination
- Additional coordination is needed at the state
level - Currently setting up meetings with UNC, NCCCS and
Governors office - Establish partnership agreements between the BRAC
RTF, UNC (FSU as host), and NCCCS (FTCC advanced
visualization center)

12Workforce Transformation
Summary
- Sustaining BRAC RTF programs is beneficial to
this region - FORSCOM/USARC move starts next year and will be
the catalyst for establishing a Defense HS
industry in NC - All American Defense Corridor is attracting
attention and defense related companies to the
Ft. Bragg region - NC Center for Defense Homeland Security will
make NC more competitive for DHS programs and
funding - Defense HS industry assessments are on-going
to target industries for relocating to this
area. The Center is needed to align and
implement the actions.
