1Ms. Mancini's Class Presents New York On The Move
2ALL ABOUT WILLAM PHELPS ENO
Do you know who Willam Phelp Eno was? William
Phelp Eno invented the traffic laws.
He was born in 1858 in New York City. He was
called the father of all traffic laws. Long ago
there was so much traffic that one person died a
day. The streets were full of horses and
carriages.
3 When William Phelp Enos was nine years old
he had an experience being stuck in traffic on
Broadway near Grand Street for a half an hour.
William Phelp Eno invented traffic laws because
there was too much traffic and too many people
died every day and so that drivers and people
would know when to stop and go.
4 Another reason why William Phelp Eno invented
traffic laws was so people can live a longer
life and wouldnt die from accidents. William
Phelps Eno invented traffic laws in 1903.
5I am so glad that William Phelp Eno invented
traffic laws because my family and I are safer
today when we are on the roads.

18Rectangular white signs with black writing tell
you the speed limit.
19 From the 1920s to 1930s businessmen found that
taxis were making them a lot of money. There
was a company named Checker Cabs which was
very popular in New York City.
20 By the beginning of 1930,there were lots of
problems. Drivers were paid very little but
passengers paid so much for rides. In 1934, cab
drivers went on strike in Times Square, which
led to the Haas Act of 1937. This act gave
taxis the license and medallion to work better.
This is the system we are still using today.
21William Phelps Eno
Do you know who William Phelps Eno was? William
Phelps Eno was the inventor of traffic laws. He
was born in 1885 in New York City. He was called
the father of traffic laws.
22Long ago when there were no traffic laws it was
so crowded that a person died each day. People
would go anywhere in the road.
23Williams Phelps got stuck in a traffic jam when
he was nine years old on Broadway near Grand
Street for a half an hour. He said he would
never forget that day.
24Phelps created the rules. For example, he
created, stop, taxi stand, traffic circle,
one-way street, and safety island. He also wrote
a manual of police traffic rules. All the
traffic rules helped. Now people could go to
places without killing people.
25I feel wonderful because there are traffic rules
and we will not kill people.
26Round signs are for railroads. Railroad sign tell
us when railroads are coming up.
27Diamond shaped signs tells us there is caution or
warning. These signs could really be important.
28These signs means pedestrians walking. You need
to be careful when you see pedestrians walking.
29These are other signs . These signs are very
important for drivers.
30Speed limits signs are very important. If you
dont pay attention to them you will get a
ticket which means you need to pay a lot
of money.
31White signs with black writing are for speed
limits. Also they are important because they can
save lives.
32Orange signs tells us there is construction
ahead. You can get hurt if you dont pay
attention to them.
33Pentagon signs are for school crossings. You need
to be careful when you are driving.
34Yield means when you need to slow down and look
for other drivers. Also you should be careful
for pedestrians.
35Yield means when you need to slow down and look
for other drivers. Also you should be careful
for pedestrians.
36Stop of course means to stop. You should be
careful before you continue ahead.
37This sign means you could only drive in one
direction. Pay attention to traffic signs.
38This signs means to drive slowly because there is
danger ahead. You could get hurt.
39Do not enter means not to enter .Maybe because it
is a dead end. or it is dangerous.
40In the 1960s the city ordered that all taxis
were supposed to be yellow. The color was
yellow so the taxis would stand out. Taxis began
to pick people up from the street. In the 1970s
and 1980s there were laws passed to make taxis
safer for drivers, passengers, and the
environment. By the year 1980 the cost of a
medallion was more than 125,000 and it was hard
for people to get taxicabs.
41 In the 1990s the Taxi and Limousine Commission
and Mayor Giuliani made certain restrictions to
improve service. One thing that was done was
that cabs were not allowed to be more than five
years old and the cabs were checked very
carefully for safety problems.
42 Today in the year 2003 there are 12,187 taxis
and 4,000 drivers in New York City. The taxi
drivers drive more than 200,000,000 passengers.
They drive almost 8,000,000 miles a year and now
a passenger can go anywhere they would like to go
as long as they pay the fare!
43William Phelps Eno
Do you know who William Phelps Eno was? William
Phelps invented traffic laws. He was the father
of traffic laws. He was born in 1858 in New York.
44 A long time ago there were no traffic laws and a
person got killed each Day.The traffic and the
people were going in all directions and it was
dangerous.
45When William Phelps was nine years old he got
stuck in a traffic jam for an an hour and a half
because there where no speed limits, no signs and
no laws.
46William Phelps invented signs, traffic manual,
stop signs, one way street Signs, and taxi
stands. He did that because he wanted to stop the
traffic jams.
47My opinion is that William Phelps did a great
thing. If it wasnt for him many people would
have lost their lives.
48This sign means not to go above that speed limit.
49This sign means that you need to drive
slowly because there are men working.
50This sign means to go only in one direction.
51This sign is for caution or warning. It is very
important to watch these signs.
52This sign is for railroads so if you see a train
you must stop.

need to stop.

55This sign tells you what speed limit you go. It
might be high or it might be low depending on the
kind of road it is and the traffic.
56Red signs tell you to stop or do not enter. If we
did not have this today people might die.
57These are some different kinds of signs that are
used today. For example, look at the diamond
shaped sign. It is a warning.
58This sign means to stop and look if a child is
crossing. Also it warns you.
59Triangle shaped signs tell you to yield . Yield
means to stop and look .
60 During the 1920s many industrialists realized
that the taxi business was profitable. Markin,
a young Russian immigrant made the large yellow
checkered cab. They were the most popular taxis
in New York City.
61 During the 1930s there were a lot of problems.
For example, cabbies were not paid enough.
People that were taking the cabs
were overcharged.
62 Can you believe that in 1934 more than 2,000
taxi drivers took over Times Square to go on
strike? After this strike they got official
licenses, medallions, and laws that protected
them.
63 Medallions are small plates that are attached to
the hood of the taxi identifying it for
passengers There used to be a limited amount of
medallions and today there are a lot more.
64William Phelps Eno
Do you know who William Phelps Eno is? William
Phelps is the man who invented traffic laws. He
was born in 1858 in New York City. He was called
the father of traffic laws.
65 Do you know that when cars were invented there
were no traffic laws? long ago when cars were
invented it was a free- for- all. One person
would die everyday. Twelve cabs caused traffic
jams. It was crazy.
66 Do you know why he invented traffic laws?
William Eno invented traffic laws because when
he was nine he got stuck in traffic on Broadway
near Grand street. He was there for a half an
hour. He also did it for safety.
67William Phelps Eno was a great man. William
Phelps Eno used traffic laws to help people. He
invented stop signs, one way street signs, taxi
stands, and a traffic circle. Now people dont
get hurt as often.
68In my opinion William Eno was a great man. He
invented traffic laws. Now it isnt as
dangerous on the roads. I like what he created.
69This is a speed limit sign. The speed limit is
important because if we didnt have them cars
would go so fast that it would be dangerous.
70This is a orange sign that tells you about
construction or road work. This is important
because if we didnt have them we could get stuck
in construction.
71This sign is meant for caution or warning. This
is important because if we didnt have them we
wouldnt know if there is something we need to
be aware of and to drive more slowly.
72This is a sign that shows a way. If we didnt
have this sign we would drive the same way as
the oncoming traffic and would have an accident.
73This sign means pedestrians crossing. This is a
very important because it warns us to see if
pedestrians are walking.
74This sign means railroads. This is important
because we need to know if a train is coming or
if it is not coming.
75This sign means school crossing. This tells us
that kids and others cross to go to school.
76This means not to go in. This is important
because we need to know if we can go somewhere
or not.
77This is a speed limit. This is important because
we need to know how fast were going.
78This is a stop sign. This tells you to stop and
look. You will obey.
79These are traffic signs. I love them. Theyre
cool because they help us and I like the design.
80This traffic sign is to warn about people
crossing.
81This sign means yield . This tells us to stop
and look. I will create a traffic sign one day.
82 I learned a lot of things about the taxi. The
old electric taxis were impractical because
the batteries weighed 800 pounds. It cost 50
cents per mile. People thought that they were
going to be cleaner and quieter but they
werent.
83 Today our taxis are clean and quiet and they
also are more reliable. They bring you where you
want to go.
84 There are more than 40,000 drivers in America
and 12,187 taxis in America.
