Congressional Power

• Congress has expressed powers written out word
  for word.
• Implied powers are deduced from the expressed
  powers.
• Inherent powers are given because of the creation
  of the government.

Strict vs. Liberal Construction

• The Anti-Federalists thought that Congress should
  have only express and implied powers.
• They wanted the States to hold the power.
• The Federalists thought the government should be
  able to have many powers.
• The liberal view is used today.
