ROLE OF THE SATN IT PROJECT COMMITTEE

• To tap into the knowledge and expertise at
• Universities of Technology (UoTs)
• to govern and direct
• research projects for the benefit of the
• educational and technological sectors
• in South Africa

IFMS PROJECT BACKGROUND

• Government is greatly concerned with the skills
  shortage in South Africa
• The focus of SITA (State Information Technology
  Agency) is mainly on the technological skill
  shortage
• In an effort to address these shortages, the
  South African Government assigned the Integrated
  Financial Management System (IFMS) project to
  SITA

WHAT IS IFMS?

• IFMS is an integration and migration of
• government finance
• human resources
• asset management
• logistics, and
• other line-of-business solutions
• into a single distributed transversal system,
• across South Africas provincial and national
• government structures

IFMS

• Currently, it is anticipated that the project
  will run over over 10 years
• According to the tender specifications, the
  procurement management system (IFMS) will be
  implemented in 39 national departments and 91
  provincial departments, with an estimated user
  base of at least 1700 seats, of which 1600 are
  procurement practitioners and 1000 are middle and
  senior managers

IFMS

• Big players, such as Datacentrix, SAS, Business
  Connexion, SAP, Microsoft, Dimension Data,
  GijimaAst, IBM and Hewlett-Packard are all
  interested in the IFMS project
• SITA compiled a roll-out plan and assigned the
  first phase of implementation to IBM

IBM

• IBMs intent, within the context of leveraging
  the IFMS initiative as a catalyst, is to assist
  in driving the establishment of a sustainable
  Software Industry within the South African
  economy
• WebSphere will be used as a platform to develop
  the IFMS system
• WebSphere is a development tool for real-time
  systems on the Internet, and a product of IBM

SATN

• The UoTs, though the SATN, will become closely
  involved in the IFMS project through
• knowledge transfer to address the skills
  shortage, and
• assist IBM in the development of a sustainable
  local Software Industry in South Africa

HEICTA

• SATN IT project Committee tasked HEICTA to
  investigate the feasibility of incorporating the
  IBM academic initiatives into the IT curricula of
  academic institutions in SA
• HEICTA is widely recognized for its curriculum
  development, governance, and quality assurance of
  professional ICT qualifications and associated
  values in the UoT and Comprehensive University
  sectors

HEICTA

• HEICTA submitted a draft business case to the
  SATN IT project Committee
• The draft business case proposed on how to
  incorporate the IBM academic initiatives into the
  IT curricula of academic institutions in South
  Africa

HEICTA and CPUT

• CPUT, with assistance from HEICTA, also drafted
  and submitted a business case on Initiating
  Information Management research and the training
  of Chief Information Officers
• Thereby addressing the tender requirements of
  Phase 1 of the IFMS project the training of
  1000 middle and senior managers
