PURPOSE Establishes USDA policies on the use
of common USDA and external services to deliver
USDAs information and services to customers and
employees. These policies are defined around
USDAs enterprise architecture and investment
strategies.

POLICY USDAs enterprise architecture reflects
USDAs priorities and commitments to common
enterprise-wide and external initiatives,
including the Federal Enterprise Architecture.
These initiatives fall under the auspices of
Expanding Electronic Government as defined by
the USDA eGovernment Strategic Plan, the
Presidents Management Agenda, and the
eGovernment Act of 2002. USDA agencies shall
utilize the common enterprise-wide and external
services defined by USDAs enterprise
architecture and eGovernment strategic plan to
the maximum degree practicable. Investments in
duplicative services are permitted only with the
written approval of USDAs Chief Information
Officer through the capital planning and the
information technology waiver processes.

- The use by the Government of Internet-based
applications and other digital technologies,
combined with processes that implement these
technologies, to - Enhance the access to, and delivery of,
Government informaiton and services to the
public, other agencies and other Government
entities, and - Leverage investments in information technology to
eliminate unnecessary duplication and improve
effectiveness, efficiency, and service quality. - This includes addressing the people and process
changes associated with transformed business
delivery.

- DR 3610-001 USDA eAuthentication Service
- The USDA eAuthentication Service provides
authentication and authorization services for
USDA Web-based applications. Authentication
confirms a persons identity, based on the
reliability of his or her credential
authorization identifies the persons user
permissions. -
- USDA agencies will use the USDA eAuthentication
Service to implement authentication and
authorization capabilities for all Web-based
applications. This policy applies only to
web-based applications. It does not apply to
client/server, mainframe, desktop, network or
other legacy application architectures.

- DR 3620-001 USDA eLearning Services,
Courseware, Content - USDAs enterprise Agriculture Learning (AgLearn)
service was established for use by all USDA
agencies to manage and deliver training for
employees, partners and customers. USDA agencies
shall use AgLearn to the maximum extent possible
to deliver online training, manage training and
maintain training records for USDA employees,
partners, and customers. Use of this enterprise
service will streamline government-wide
operations and eliminate redundancy in accordance
with the eGovernment Act of 2002. -
- USDA agencies shall migrate existing agency
learning management systems and training systems
to AgLearn. Investments in duplicative eLearning
services are permitted only with the written
approval of USDAs Chief Information Officer
through the capital planning and information
technology waiver processes. -
- USDA agencies must ensure any custom online
content they have developed complies with the
AgLearn Content Integration Guide. The AgLearn
Content Integration Guide is available at
www.egov.usda.gov.

- DR 3630-001 USDA Enterprise Shared Services
(ESS) - USDAs Enterprise Shared Services (ESS)
environment is a strategic component of both
USDAs Enterprise Architecture and its vision of
business transformation. ESS provides a common
technical infrastructure to support the
development, delivery and management of Web-based
information and services, and USDA documents and
records. The ESS environment includes, but is
not limited to the Enterprise Portal Web
Content, Collaboration and Document/Records
Management tools Taxonomy Common Employee
Database the Google search engine and Web
presentation standards. - USDA agencies shall use the common technical
infrastructure provided through USDAs ESS
environment to the maximum extent achievable to
support the development, delivery, and management
of information and services on the Web and USDA
documents and records. -
- USDA agencies shall consolidate into the ESS
environment existing agency products and services
that duplicate the components of the common
technical infrastructure. Investments in
duplicative products and services are permitted
only with the written approval of USDAs Chief
Information Officer through the capital planning
and investment and the information technology
waiver processes.
