FRPIN, you will receive the 9-digit FRPIN number.
You will receive a message from the system in
your My Messages inbox within FederalReporting.gov
. You will also receive an email to your email
inbox.

FederalReporting.gov, you can begin to create
your report. Click the Create Report command
button from the Left Side Bar to begin creating
your report.

as Initial Submission status. Click Cancel if
you wish to cancel the action of submitting the
Initial Submission. You will be returned to your
report entry screens.

Follow these steps to validate your file Step 1
Create your sample Excel or XML file to validate
of no greater than 200 megabytes. Step 2 Select
the required fields for Award Type and Recipient
Type. Step 3 Browse and select the file to
validate. Step 4 Click Validate File. Step
5 Confirmation page confirms that your file has
uploaded. Step 6 Within 1 to 24 hours, youll
receive an email with validation results. Only
users who are logged in to FederalReporting.gov
can access the Validation Utility. Your
validation file will not be saved in the
FederalReporting.gov database and is not
considered a report submission.

  • If your Excel file has been accepted as a valid
    submission, you will receive an email indicating
    successful submission.
  • If there are validation errors associated with
    the Excel file, you will receive an email
    describing the errors. Use the information in the
    validation errors email to review the Excel file
    and make all necessary corrections. Errors must
    be corrected and new file uploaded for submission
    to be completed. An Excel file with errors is not
    considered a valid submission.

ERRORS AND OMISSIONS

NON- REPORTERS
  • Recipients who have failed to submit a Section
    1512 report as required by the terms of their
    award are considered to be non-compliant.
    Non-compliant recipients, including those who are
    persistently late or negligent in their reporting
    obligations, are subject to Federal action, up to
    and including the termination of Federal funding
    or the ability to receive Federal funds in the
    future. Further, in some cases, intentional
    reporting of false information can result in
    civil and/or criminal penalties.

STEP 1 Calculate Quarterly Hours in a Full-Time
Schedule.
  • A. Start by determining the standard hours in a
    full-time work week schedule as illustrated
    below. This example uses 40 hours, but other
    standards are possible.
  • B. Multiply this amount by 52 weeks to determine
    the annual number of hours for full-time work.
  • 40 Hours in full-time work week X 52 weeks per
    year 2080 Total Hours Per Year
  • C. Divide this amount by 4 to determine the
    quarterly hours in a full-time schedule
  • 2080 Total Hours Per Year / 4 Quarters 520
    Total Quarterly Hours

STEP 2 Calculate the FTEs Created or Retained
for this Quarter.
  • A. Determine the number of hours worked in
    positions created or saved by the Recovery Act
    within the current quarter. For example, a
    full-time employee working 40 hours per week
    during the entire quarter will work 520 hours in
    the quarterly reporting period.
  • B. Divide this number by the Quarterly Hours in
    a Full-Time Schedule number calculated in STEP
    1

STEP 3 If Needed, Adjust to Reflect Partial ARRA
Funding.
  • A. Determine the percentage of hours worked and
    paid for by Recovery Act funds as a percentage of
    all funding. In this example, half (50) of the
    hours worked were paid for by Recovery Act funds.
  • B. Multiply this number against the number of
    hours reported in Step 2
  • 520 hours worked during the reporting period X
    50 of the project paid through Recovery Act
    funds 260 Hours Worked and Funded by Recovery
    Act

AGENCY REVIEWS
  • 1. Establishment of control totals. Agencies are
    to track the number of individual Federal
    contract awards and Federal assistance awards.
    Prior to the final day of the Federal agency
    review period, each agency must use the template
    and instructions found on a MAX Community web
    page (Federal access only) and report the sum
    total of each. These figures are to serve as
    control totals.
  • 2. Range of awards for which reports were not
    submitted. Within three days following the final
    day of the Federal agency review period, each
    agency shall conduct an analysis of the
    differences between the control total of awards
    issued by that agency and the corresponding
    number of reports submitted to the
    FederalReporting.gov solution by recipients.
  • 3. Identification of non-compliant recipients.
    Within five days following the final day of the
    Federal agency review period, each agency must
    compile a verified and detailed list of
    recipients who were required to report in the
    current reporting period but failed to do so.
    Using the template and instructions found on a
    MAX Community web page (Federal access only),
    each agency must complete the template.
  • 4. Certification. Completed lists of
    non-compliant recipients are to be submitted to
    OMB within five days following the final day of
    the Federal agency review period via
    recovery_at_omb.eop.gov and must be accompanied by a
    certification
