Four Basic Principles of ARRANCLB Funding
Programs
  • (A) Spend quickly
  • ARRA funds will be distributed to states and LEAs
    quickly. We must in turn move rapidly to develop
    plans for using these funds, consistent with the
    laws reporting and accountability requirements,
    and to begin spending promptly.

  • (B) Improve student achievement through school
    improvement and reform
  • Funds should be used to close the achievement
    gap, help students from all backgrounds achieve
    high standards and address four specifics areas
    (1) Making progress toward rigorous college and
    career-ready standards and assessments(2)
    Establishing Pre-K through college and career
    data systems to track progress(3) Making
    improvements in teacher quality and equitable
    distribution (4) Providing intense support for
    low-performing schools

Programs
  • (C) Transparency, reporting and accountability
  • LEAs must accurately measure and track results,
    and publicly report how funds are used.
  • Due to the unprecedented scope and importance of
    this investment, these funds are subject to much
    greater scrutiny and reporting requirements than
    would normally apply to grant recipients.
  • We are accountable to the citizens of our state.
    Every individual will be able to view budget and
    spending documents for every school district
    online.

Programs
  • (D) Invest one-time funds thoughtfully
  • This historic infusion of funds will be
    temporary. Depending on the program, these are
    only available for two to three years. These
    funds should be invested in ways that do not
    result in unsustainable continuing commitments
    after the funding expires.

Applications for the initial 67 of the SFSF will
be available. (TN632,002,960) 50 of the 10B
Title I, Part A recovery funds will be available.
(TN97,054,000)  50 of the 11.3B IDEA Part B
Grants to States (TN114,806,700) 50
of the 400M Preschool Grants will be
available.   50 of the 540M Vocational
Rehabilitation State Grants funds will be
available   At least 50 of the 500M IDEA Part C
funds will be available.
(At least TN4,050,150)   Program funding under
500M to be available -Impact Aid Construction
(40 of the 100M will be distributed by formula
and the rest will be distributed through
competitive grants at a later date) -Independent
Living Services (52.5M) of the 140M will be
distributed by formula, the remaining will be
distribute by competitive grants at a later
date) -Education for Homeless Youth (70M).

Pell Grants 17.1B and Work Study 200M for
school year 2009-2010 50 Statewide Data System
funding (250M) will be competitively awarded 50
Education Technology State Grants (650M total)
will be available. (TN6,146,179)
The remaining 33 of the SFSF will be available.
(TN311,285,040) 50 Statewide Data
System funding (250M) will be competitively
awarded. The remaining 50 of Title I, Part A
recovery funds will be available.
(TN97,054,000) The remaining 50 of the IDEA
Part B Grants (TN114,806,700) and Preschool
Grants will be available At least 50 of the
500M IDEA Part C funds will be available.
(At least TN4,050,150) State Incentive
Grants (4.35B) and Local Innovation Grants
(650M) will be competitively awarded in two
rounds Fall 2009 and Spring 2010. Title I
School Improvement Grants (3B) will be
available. (TN50,386,000) Teacher Incentive
Fund (200M) and Teacher Quality Enhancement
(100M) funding will be competitively
awarded. 50 Education Technology State Grants
(650M total) will be available. (TN6,146,179)

Specifics
  • LEAs will apply for these funds simultaneously
    with their regular Title I funds in the FY10 NCLB
    Consolidated Application
  • LEAs may access these funds before July 1 for
    districtwide summer initiatives
  • The Office of Federal Programs will work with
    these districts to approve the use of these funds
    before July 1
  • Contact your assigned NCLB field service
    consultant for more information

Additional Requirements
  • All LEAs receiving Title I ARRA funds shall
    report a school-by-school listing of per-pupil
    educational expenditures from state and local
    sources during the 2008-09 school year by
    December 1, 2009
  • All LEAs will be subject to additional reporting
    requirements
  • All LEAs must report on how funds were used on
    the governments Web site
  • All LEAs must account for these ARRA funds in
    separate budget categories from the same FY10
    NCLB funds

  • Must be necessary for the performance or
    administration of the grant
  • Spending funds should meet the needs and purpose
    of the program
  • Note The purpose of NCLB is to improve the
    achievement of educationally disadvantaged
    students. For example, buying t-shirts displaying
    the school name is not an allowable use of
    federal funds.

Reasonable Cost Principle
  • Before expending dollars, ask yourself
  • Is the expense targeted to valid
    programmatic/administrative consideration?
  • Do I have the capacity to use what I am
    purchasing?
  • If I were asked to defend this purchase, would I
    be comfortable?
  • Use of funds
  • Must follow sound business practices
  • Allow for no significant deviation from
    established prices
  • Note Entertainment and most incentives are not
    permissible with federal funds.

Allocable Cost Principle
  • Can only charge in proportion to the value
    received by the program
  • Example An LEA purchases a computer to use 50
    in Title X program and the local programs use it
    50. The LEA can only charge half the cost to
    Title X.

Legal Cost Principle
  • Must meet legal requirements under federal, state
    and local law.
  • Example If federal law states you are not
    allowed to pay student incentives then the LEA
    must not use federal funds for that purpose, even
    though local board policy may allow this
    practice.
  • Remember, supplement not supplant.

Use of equipment after termination of federal
funds
  • Under EDGAR 80.32 (c) (1) (2)
  • Can use equipment as long as needed even if
    federal funds are no longer available

    or prior federal funding it does not interfere

  • Rules
  • LEAs are cannot use federal funds to pay for
    services, staff, programs or materials that would
    otherwise be paid with state or local funds
  • Always ask What would have happened in the
    absence of federal funds?

Presumed Supplanting Situations
  • Used federal funds to provide services the LEA is
    required to make available under other federal,
    state or local laws.
  • Used federal funds to provide services the LEA
    provided with state or local funds in the prior
    year.
  • Used Title I, Part A funds to provide the same
    services to Title I students that the LEA or SEA
    provides with state or local funds to
    nonparticipating students.

Title II-D-Enhancing Education Through Technology
  • The ARRA (Stimulus) money will be given to the
    states
  • in two pots (as of 3/30/09) The LEA portion of
    the
  • stimulus money must be split 50/50 between the
  • formula allocations and a competitive focus.
  • TN plans to allocate the first 50 at the same
    time as
  • they allocate the regular NCLB funds through the
  • formula process. Each system will receive two
  • allocations for formula II-D funds.
  • For the IID ARRA discretionary grant, the State
    will
