- The overall goals of the ARRA are to stimulate
the economy in the short term and invest in
priorities like education to ensure long-term
economic health. - Collectively, we must invest quickly and support
long-term goals by investing wisely, driving
reform efforts and improving results for students
from Pre-K through college.

- (A) Spend quickly
- ARRA funds will be distributed to states and LEAs
quickly. We must in turn move rapidly to develop
plans for using these funds, consistent with the
laws reporting and accountability requirements,
and to begin spending promptly.

- (B) Improve student achievement through school
improvement and reform - Funds should be used to close the achievement
gap, help students from all backgrounds achieve
high standards and address four specifics areas
(1) Making progress toward rigorous college and
career-ready standards and assessments(2)
Establishing Pre-K through college and career
data systems to track progress(3) Making
improvements in teacher quality and equitable
distribution (4) Providing intense support for
low-performing schools

7-Four Basic Principles-
- (C) Transparency, reporting and accountability
- LEAs must accurately measure and track results,
and publicly report how funds are used. - Due to the unprecedented scope and importance of
this investment, these funds are subject to much
greater scrutiny and reporting requirements than
would normally apply to grant recipients. - We are accountable to the citizens of our state.
Every individual will be able to view budget and
spending documents for every school district
online.

8-Four Basic Principles-
- (D) Invest one-time funds thoughtfully
- This historic infusion of funds will be
temporary. Depending on the program, these are
only available for two to three years. These
funds should be invested in ways that do not
result in unsustainable continuing commitments
after the funding expires.

9-Categories of funds-
- There are three separate categories of funds
- State Fiscal Stabilization Funds
- Designed to fill budget gaps in Higher Education
and the BEP - Title I
- Designed to assist schools that have high
concentrations of students from families that
live in poverty - IDEA
- Designed to help LEAs ensure that children with
disabilities, including children aged three
through five have access to a free appropriate
public education to meet each child's unique
needs and prepare him or further

Title I, Part A recovery funds will be available.

17-Title I Overview-Title I ARRA Specifics
- Congress appropriated Title I dollars in only two
of the four Title I grant funds - Two Tennessee districts will not receive Title I
ARRA funds because they do not meet the child
poverty requirement of 5 - These funds should be available to the State by
the end of March and available to LEAs by the end
of April

18-Title I Overview-Title I ARRA Specifics
- LEAs will apply for these funds simultaneously
with their regular Title I funds in the FY10 NCLB
Consolidated Application - LEAs may access these funds before July 1 for
districtwide summer initiatives - The Office of Federal Programs will work with
these districts to approve the use of these funds

- Extended learning opportunities such as extended
day and extended year programs - Identifying more schools to be served by Title I,
especially middle and high schools (in particular
High Priority schools) - Establishing intensive, year-long teacher

with Disabilities Education Act (IDEA). - Part B of the IDEA provides funding to the SEA

- The US Department of Education plans to award 50
of the IDEA, Part B grants and Preschool Grant
recovery funds to states by the end of March
2009. - The other 50 will be awarded by Fall 2009.
- These awards will be in addition to the regular
Fiscal Year 2009 Part B grants to states and
preschool grant awards that will be made July 1.

28-IDEA Overview-Eligibility
- In order to receive these funds an LEA must
submit an abbreviated application and budget. Be
aware that the application will be posted on our
web site. - LEA eligibility for the first 50 of the IDEA
recovery funds is based on eligibility
established by the LEA for FY 2008 funds.

29-IDEA Overview-Requirements
- All IDEA recovery funds must be used consistently
with the current IDEA, Part B statutory and
regulatory requirements and application
requirements in the General Education Provisions
Act (GEPA) and the Education Department General
Administrative Regulations (EDGAR). - An LEA must use IDEA recovery funds only for the
excess costs of providing special education and
related services to children with disabilities,
except where IDEA specifically provides
otherwise.

- These funds constitute a one-time increment in
funding that offers states and LEAs a unique
opportunity to improve teaching and learning, and
results for children with disabilities. - These funds should be used for short-term
investments that have the potential for long-term
benefit. - Possible uses
- Provide intense district-wide professional
training for special education teachers and
regular education teachers that focuses on
scaling up, through replication, proven and
innovative evidence-based school-wide strategies
in reading, math, writing and science, and
positive behavioral support. - Develop or expand the capacity to collect and use
data to improve teaching and learning. - Expand the availability and range of inclusive
placements for students in the general education
classrooms. - Improve overall students achievement.

33-Pre-K Overview-Funding
- Can we expect the same level of state funding
next year for Voluntary Pre-K classes? - Governor Bredesen has proposed an inflationary
increase of 490,000 for the existing 934 Pre-K
classrooms in the TN Voluntary Pre-K program for
2009-2010. - The state budget must be passed by the General
Assembly for this to be enacted.

34-Pre-K Overview-Funding
- Can the LEA use Title 1, IDEA or State Pre-K
funds to collaborate with Head Start for Pre-K
classes? - The LEA may blend or braid funds from any of the
aforementioned funding sources to collaborate
with Head Start for Pre-K classes. - However, the use of ARRA funds must be in
compliance with all federal legislation and
regulations governing the use of NCLB and IDEA
funds.
