between a new report submitted as Initial
Submission after the end of the 10th day of the
reporting period and an update to an Initial
Submission report after the 10th. Any new
Initial Submission report submitted from the 11th
through the 21st days of the reporting period
must include a justification for lateness. That
justification will be heavily scrutinized by
Agencies and others charged with compliance and
oversight related to Recovery Act funds.
