- APEC Ministers endorsed the APEC Framework for
Capacity Building Initiatives on Emergency
Preparedness in 1998 - Chi-Chi Earthquake in Chinese Taipei in 1999
- At EWG 19, Chinese Taipei proposed the initiative
on earthquake response cooperation, which was
endorsed by EWG 19 and included in APEC Energy
Ministers declaration - The Program was approved in EWG 20 and supported
by Mexico, Chile, China, Japan, Korea, New
Zealand, Peru, the US etc.
5Objectives
- To establish a cooperative contingency mechanism
among the APEC member economies for energy supply
systems in response to earthquakes - To provide the opportunity for APEC member
economies to share their experiences in both
preventing the collapse of energy supply systems
during earthquakes and rebuilding these systems
after earthquakes

capacity building, cooperative system planning
