3The Impetus
- State Department of Education, Governor, and
Legislature want to help Michigan compete in a
Global Society and changing markets - Until now, Michigan was one of 8 states without
comprehensive graduation requirements. - While Michigan only required ½ credit of Civics
legislatively, most districts exceeded - Not ALL students, however, were being exposed to
a rigorous, college preparatory core curriculum
4Michigan Merit Curriculum
- Senate Bill No. 1427 signed into law on April 20,
2006 - Raises rigorous standards and expectations for
ALL students in the State of Michigan - Also includes the Michigan Merit Examination,
which includes the ACT, Michigan items, and ACT

6The Content Expectations
The quality of courses completed in high school
is a greater predictor of college success than
test scores, class rank, or grade point
average. Students are more likely to pass
high-level courses than low-level courses. Thus,
the research suggests that increasing access by
all students to advanced academic course work
will improve student academic achievement. Rese

Says ASSESSMENT
Sec. 1278a(4)(b) A school district or public
school academy shall base its determination of
whether a pupil has successfully completed the
subject area content expectations or guidelines
developed by the department that apply to a
credit at least in part on the pupils
performance on the assessments developed or
selected by the department or on 1 or more
assessments developed or selected by the school
district or public school academy that measure a
pupils understanding of the subject area content
expectations or guidelines that apply to the
credit.
