• There are several codes first was Best Value
  code of practice in local government
• This was extended to cover NHS, central
  government and schools in 2005
• Separate agreement for Soft Facilities Management
  in NHS

Public sector equality duties

• Commissioning organisation responsible for
  ensuring suppliers fulfil equality duties
• Part of commissioning process including
  procurement and performance management

• Local Government NJC
• No requirement on voluntary sector, but can help
  attract and retain staff. Eg Sue Ryder Care,
  Marie Curie Cancer Care

Joint Statement on Access to Skills, Trade Unions
and Advice in Government Contracting

• To be launched this summer
• Agreement between TUC, government, social
  partners
• All employees delivering government services,
  whoever their employer, should be given access to
  training for basic skills and, should they wish
  it, access to trade unions and to sources of
  advice

• Aim of FCR is sustainable third sector
• Workforce sustainability is key component and FCR
  should include
• impact of inflation on costs - particularly
  annual salary rises
• incremental salary progression
• pensions
• training and development costs
• contingency planning (e.g. for maternity cover,
  recruitment, backfill costs)
• travel costs
