ONE DOT PRISM OVERVIEW

• PRISM/DELPHI INTEGRATION

Status

• Beginning October 1, 2008, the Department will
  noticeably usher in a new era of acquisition
  strategic alignment moving closer to the ultimate
  goal of a totally integrated acquisition and
  financial transaction environment. The Office of
  the Senior Procurement Executive (M-60) is
  expected to award a DOT comprehensive contract
  with Compusearch providing the DOT with the first
  ever PRISM license consolidation, creating an
  enterprise license agreement (ELA). This effort
  initially consolidates the DOT PRISM spend
  representing an estimated 500,000 annual savings
  across the Department, including FAA.

• What is the DOT Consolidation Model?
• FY 08 FY 09 ONE DOT PRISM is an ELA The ELA
  will consolidate all DOT licenses under one
  contractual vehicle providing cost, schedule, and
  performance savings through standardization and
  support maximizing the total DOT spend.
• FY 08-FY 09 ONE DOT PRISM adopts a FAR based
  uniform process archetype for deployment at the
  Enterprise Service Center (ESC).
• FY 08-FY 09 ONE DOT PRISM is a Phased integrated
  approach to acquisition and financial management
  oversight, commencing with the acquisition
  community strategically aligning itself in
  preparation for ultimate linkage with Delphi.
• FY 09 ONE DOT PRISM will stand-up a clean
  instance of PRISM at ESC supporting all OAs.
• FY 09-FY 10 ONE DOT PRISM will operate and
  continue to refine its processes through
  continual collaboration with the Financial
  Management Business Transformation (FMBT) to
  evolve into a fully integrated ONE DOT
  acquisition and financial environment.

• What is the cost to my OA?
• For the most part this is an FY 09 obligation.
  There are a few OAs who will have FY 08 expenses
  (FHWA and PHMSA).
• In the ELA Phase cost to each OA will be
  allocated based on current service level w/
  selected add-ins.
• The ESC Phase cost will be allocated on a PRISM
  per transaction basis with a base fixed amount.
• The Delphi Integration Phase has a specific cost
  model, which is to be determined.

• The ONE DOT solution is a phased approach over a
  9-12 month period based on technical obsolescence
  as identified within each OA.
• What is the anticipated timeline for my OA?
• The ONE DOT solution is phased over a 9-12 month
  period and each OA is identified in the working
  project schedule.

• Are all business processes going to be integrated
  into the ONE DOT PRISM?
• Yes. There is a business process engineering
  group actively engaged in identifying OA specific
  acquisition business processes and establishing a
  Departmental hierarchy.
• How will the data migration be handled?
• There are 3 scenarios identified. The selected
  scenario may be a combination of the three. This
  is evolving in conjunction with the FMBT.
