TerRaSys
  • John Boursy, Head
  • Terrestrial Application Software (TAS) Division
  • Informatics, Administration, and Publications
    (IAP) Department
  • Radiocommunication Bureau

2
Definition
  • TerRaSys
  • Terrestrial Radiocommunication System

3
Overall Goals
  • Inside ITU TerRaSys will handle the processing
of all terrestrial notices to the
    Radiocommunication Bureau.
  • Outside ITU TerRaSys will provide programs,
etc., to assist administrations and others in
    their work.

4
Scope
  • Data capture (both paper and electronic notices)
  • Validation
  • Amendment Processing
  • Examinations (Regulatory, Technical, Plan,
    Coordination, Conformity to Plan, etc.)

5
Scope (continued)
  • Review of Problem notices
  • Publication
  • Maintenance of the Master Register
  • Maintenance of the various Plans (ST61, GE75,
    GE84, etc.)

6
Scope (continued)
  • Tools for various what if studies and for other
    forms of assistance to administrations.
  • Auxiliary items such as statistics, reports,
    archiving, etc.

7
TerRaBase
  • TerRaBase is the data base portion of TerRaSys,
    divided into
  • FM/TV (TV and VHF Sound) Broadcasting
  • LF/MF Broadcasting
  • FXM (Fixed, Mobile, Aeronautical, etc.)
  • Reference Tables

8
TerRaBase (continued)
  • From another point of view
  • All terrestrial notices and recorded assignments
    under Radio Regulations
  • All terrestrial notices and recorded assignments
    under Plans (GE75, GE85, etc.)

9
Outside ITU
  • Currently
  • Distribution on BR IFIC CD-ROM
  • TerRaBase
  • TerRaQ Queries, etc., from TerRaBase.
  • TerRaNV Preliminary Validation of Electronic
    Notices before submission to ITU.
  • TerRaSoftHelp_at_itu.int for problems, questions,
    etc.

10
Outside ITU
  • Workshops will cover the use of TerRaQ and
    TerRaNV.

11
TerRaSys
12
Outside ITU
  • Future Plans
  • Optional distribution of BR IFIC on DVD-ROM.
  • Full data capture, validation, preparation of
    electronic notices.
  • Various examinations.
  • What if studies and other utilities.

13
Inside ITU
  • Currently
  • FM/TV
  • Fully in production for gt 3 years
  • gt6100 incoming notices handled in 2001
  • Easily handled 21 000 notices submitted by one
    administration in 2002

14
Inside ITU
  • Currently
  • T11, T12, T13, and T14 notice forms (FXM)
undergoing testing, finishing touches, etc., for
    Publication in Part 1
  • T11 in beta testing since 7 May 2001
  • T12, T13, and T14 in beta testing since 21
    February 2002

15
Inside ITU
  • Beta Testing
  • Testing by the users (TSD staff)
  • Complex lots of interrelated data, interrelated
    notices, etc.
  • Problems are discovered and fixed
  • People are trained
  • To make everything ready for putting the new
    system into real use

16
Inside ITU
  • Examples of changes to FXM Validation Rules
    during beta testing
  • 14 March 2001
  • 31 January 2002
  • 17 May 2002
  • 10 June 2002
  • 20 June 2002
  • 8 August 2002
  • 5 September 2002
  • 16 September 2002
  • 16 October 2002

17
Inside ITU
  • Remaining development
  • For T11, T12, T13, and T14
  • Development of Examinations is ongoing
  • Preparation for Publication in Parts 2 and 3 is
    ongoing
  • Remaining Notice Forms
  • T15, T16, and T17 (FXM)
  • LF/MF
  • Low volume of notices in these categories
    automation is less urgent

18
Behind the Scenes
  • TerRaSys developed by TAS working closely with
    TSD.
  • TAS has seven staff members who develop all of
    the software
  • TSD
  • Writes specifications
  • Performs beta testing
  • Uses TerRaSys inside ITU

19
Computer Environment
  • Windows NT, 2000, and XP
  • C
  • Unicode
  • Native for Windows NT, 2000, and XP
  • Permits easier implementation of the
    Plenipotentiary decision concerning languages

20
Comparison with Former System
  • TerRaSys
  • Maximum 7 Developers
  • Development continuing
  • More automated, rigid
  • Portable (Standard Software Windows)
  • Former System
  • Maximum 20 (approx) developers
  • Interim System
  • More manual
  • Not portable internal ITU use only

21
Comparison with Former System
  • Electronic Notice Formats
  • Fixed format in former system difficult to
    change
  • Free format in TerRaSys easy to change
  • Target for Modifications
  • Search fully automated in TerRaSys
  • Former System provided possible choices, with
    manual selection
