What is CCRT?
  • CCRT (Correctional Crisis Resolution Training) is
    a program designed to improve the outcomes of
    Correctional Officer and PPO interactions with
    people in crisis who also have a mental illness.
  • CCRT is a collaboration between the Oklahoma
    Department of Corrections, Oklahoma Department of
    Mental Health and Substance Abuse Services,
    Oklahoma City Police Department, Midwest City
    Police Department, NAMI-Oklahoma, consumers and
    their families, and community mental health
    providers.

Statement of Purpose
  • To employ an evidence-based crisis intervention
    training tailored to the needs of institutional
    and community-based staff within the Oklahoma
    Department of Corrections (ODOC). It is
    anticipated that implementation of this model
    will increase the safety of staff and offenders
    who have a mental illness by decreasing the
    occurrence of misconducts, serious incidents,
    assaults and parole revocations.

Background
  • The proportion of persons with mental illness
    under the custody, care and supervision of the
    DOC has dramatically increased over the past
    decade. Specialized training is needed to equip
    staff with the knowledge and communication tools
    necessary to safely and effectively manage this
    population. A model of crisis intervention
    training used by law enforcement agencies within
    communities across the nation is being tailored
    for use with criminal justice populations.

Background
  • It is expected that implementation of specialized
    crisis intervention training within ODOC will
    yield results similar to those experienced by
    community police departments. Outcomes for
    community policing agencies have included (1)
    increased peaceful resolution of conflict
    situations, (2) decreased risk of harm to both
    persons experiencing symptoms of mental illness
    and law enforcement officers, and (3) increased
    appropriate referrals for mental health and
    substance abuse treatment.

Strengths
  • The DOC has established relationships with a
    broad range of law enforcement agencies, the
    Department of Mental Health and Substance Abuse
    Services, community-based treatment agencies and
    community-based agencies that provide services to
    persons who have a mental illness and/or a
    substance abuse issue. In addition, the ODOC
    employs a wide-range of staff with the knowledge,
    skills and abilities to develop and present this
    training.

Strengths
  • The DOC has responsibility for the care, custody
    and supervision of offenders across a continuum
    spanning from prison diversion programs to
    institutional custody and community supervision
    and reentry. A significant proportion of the
    persons under supervision are also consumers of
    mental health and substance abuse services.
    Implementation of a specialized,
    corrections-based crisis intervention training
    program has the potential to positively impact
    both staff and offenders across the range of this
    service provision continuum.

Strengths
  • Implementation of specialized crisis intervention
    training within the DOC is consistent with the
    Departments vision (i.e., employs best
    practices) and mission (protect the public, staff
    and offender). This initiative is also
    consistent with the highest standards of care
    provided within communities at large.

Weaknesses
  • Staff training has not fully addressed the
    specialized needs of the DOCs rapidly changing
    and previously unknown population. Significant
    proportions of offenders who have a mental
    illness can be found in every institution and
    probation and parole district throughout the
    State of Oklahoma.

Opportunities
  • Enhance the standard of care and the continuity
    of care for offenders who have a mental illness
    and are under the supervision of the DOC.
  • Improve public perception of custody and care
    provided to offenders suffering from a mental
    illness.

  • Enhance existing relationships with other state
    and local agencies and consumer groups engaged in
    providing services to persons suffering from a
    mental illness (e.g., law enforcement, state
    department of mental health, community-based
    service providers).

  • Increased demands upon public mental health and
    substance abuse treatment systems.
  • Increased expectations of external stakeholders
    with regard to the services provided by DOC.

Benefits of CCRT Trainingfor ODOC employees
  • An increased level of confidence in recognizing
    and responding to people suffering from mental
    illnesses
  • Able to safely and compassionately respond to
    people in crisis
  • Gives officers options in situations involving
    people in crisis
  • Applicable to every area of their lives
  • An increased comfort in discussing mental illness
    reduced stigma

Vision
  • Implementation of similar training programs is
    fairly new to the field of corrections with
    correctional agencies within the states of
    Connecticut and Maine implementing their own
    crisis intervention training programs.
  • Although the Oklahoma Department of Corrections
    is not the first correctional agency to recognize
    the value of this very important aspect of
    supervision, I do believe that our agency has an
    amazing combination of staff, relationships with
    other agencies and visionary leadership that will
    allow us to make a huge impact on the nature of
    treatment for people with mental illness in
    Oklahoma communities across the state whether or
    not they are under our supervision.

Prospective Budget for Implementation of Crisis

  • According to the proposed budget that was
    submitted with the grant proposal we are
    currently under budget.
  • This cost savings has been realized due to the
    expertise of DOC Mental Health Services staff and
    due to the partnerships with ODMHSAS and Oklahoma
    City P.D.
