The Whole House Approach
  • Whole House Weatherization looks at energy
    savings as a complete package. It looks at both
    how to save money through selecting energy
    efficient measures and also how those selections
    impact the other measures, the house and the
    homeowners.

Program Mission
  • The Weatherization Programs mission is to
    enhance the well-being of low-income residents,
    particularly those persons who are most
    vulnerable such as the elderly, the handicapped,
    and children, through the installation of energy
    efficient and energy-related health and safety
    measures, thus benefiting clients through reduced
    energy bills, enhanced comfort, and the
    mitigation of energy related health risks.

  • Homeowner or Renter applies for the program
  • Households who are 200 of Poverty, receive TANF
    or Supplemental Security Income are eligible for
    the service

  • Every home receives a comprehensive energy audit
    documented on Home Energy Assessment Checklist
    (HEAC)
  • Diagnostics on the house including the HVAC
    system
  • Potential for Energy Saving Measures are assessed
  • Health and Safety work identified
  • Incidental Repairs work identified

The Weatherization Process
  • An Evaluate Clean Tune (ECT) is performed by a
    licensed HVAC Contractor, any repair or
    replacement work is ideally done before
    weatherization.
  • Work Order is issued to crew/contractor
  • Covers Material/ Reasonable Time Estimations
  • Specific Instructions
  • Crew/contractor should also receive a copy of the
    HEAC

  • Measures on home are performed and interim
    readings are taken where appropriate.
  • Coordinator does a final inspection to ensure all
    work has be completed properly and client
    education to ensure client can use any new
    equipment.
  • Invoices are reconciled and job is closed

HARRP
  • Heating and Air Repair and Replacement Program
  • Companion program to Weatherization
  • 150 of poverty are eligible
  • Currently, major repair and replacement of
    heating and cooling systems is covered mostly
    under this program.
  • Generally, fuel switching is not allowed under
    DOE rules
  • Reason for replacement must be included in
    clients file
  • NEAT or Manual J software required for forced air
    system replacements
  • Bids process should follow agencies rules
    (usually requires bids for items over 500-1000)

    measures based DOE approved Priority Lists
  • Priority Lists are based on computerized audits
    (NEAT and MHEA), where measures were frequently
    recommended based on having a savings to
    investment ratio (SIR) above 1
  • The Priority Lists will be revised for the
    FY2009-2010 year

Projected Funding Levels
  • ARRA grants 5 billion to WAP Nationwide
  • 131 million for NC 108 million for weatherizing
    units and 23 million for training and technical
    assistance
  • HARRP received no additional funds through ARRA

  • The projected funding will allow NC WAP to
    weatherize over 14,000 homes over the next three
    years with ARRA funds.
  • Typically, the WAP network weatherizes about
    3,000 homes with DOE LIHEAP and will continue
    to do so while the ARRA is in affect.

Federal Guidance
  • ARRA allocation must be segregated, tracked and
    maintain apart from other revenue streams
  • The maximum unit average has been increased from
    2966 to 6500.
  • Initial ARRA guidance from DOE was issued March
    12, 2009.
  • ARRA focus is to retain and create jobs while
    weatherizing homes.

Federal Guidance
  • ARRA will be obligated in three batches

  • The balance will distributed based on DOEs
    review of the states progress, compliance with
    reporting requirements, and creating jobs. DOE
    reserves the right to withhold further funding.

  • DOE expects for states to continue monitoring a
    minimum 5 of the homes weatherized every year,
    but encourages more.
  • This will mean multiple monitoring visits for all
    agencies.

State Government Prospective
  • Ensure all funds are expended while maintaining
    quality and preventing abuse.
  • If current the weatherization network cannot meet
    goals, then additional providers may authorized.
  • The head of the Office of Economic Recovery and
    Investment will track all of NC stimulus funds.

  • Revising the NC Weatherization Installation
    Standards.
  • Updating the Priority List of Measures.
  • Identifying partners/consultants/potential work
    pools
  • Exploring the possibility of a training center
    and/or compressive weatherization curriculum.

Agency Planning
  • Contractors may have to increase capacity and new
    contractors identified.
  • Agencies who currently use only crews may need to
    adopt a crew contractor model.
  • Equipment and space needs will have to
    identified.
  • Procurement procedures may have to be revised.
