• MoU with Cylch 2001
• Exemplar partnership concept created
• WLGA issued invites for applicants
• Five partnerships selected
• Change in WLGA staff partnerships and
• authorities left to get on with it
• Met with 5 LAs earlier in year to discuss
  success
• and areas for improvement

• Early Lessons by the Partners

• Partnerships are not easy
• Need common goal
• Need understanding of each others role
• Formal arrangements needed
• Need understanding of what is being signed up
  to!!

• What Has Happened in Last 3 Years?

• Lot of discussion deliberation
• Partnership structures put in place
• Applications for funding
• Waste forums established
• Now we can finally talk about delivery!!!

• Powys 62 bring sites all adopted by local
• communities
• Powys Council offices increased recycling
  rates
• Torfaen rolling out twin bin system
• Torfaen trial of PCVs
• Newport fortnightly refuse collection trial
• Ceredigion Aberystwyth Recycling Centre bulk
• materials collected at rural bring banks

• Ceredigion using own resources (SWMG) to help
• fund ARC and CRAFT activities
• Ceredigion Trialling of box v survival bag
• Anglesey flexibility of private sector to
  participate
• in scheme
• Most of community groups have taken
• responsibility for finding markets for
  recyclates

• What have the authorities learned?

• Only enter a partnership if it has a purpose
  and
• helps meet strategic priorities
• Partnerships are very time consuming
• Partnerships between public, private and
• community can be incredibly complex
• Partnerships needed external support i.e. WAG,
• WLGA, Cylch etc
• If possible LA to retain control of assets

• Cost information can help with future
  procurement
• Balancing needs and priorities of different
  groups
• Education and publicity critical for successful
  
• delivery of projects and achieve participation
• Exit strategy needed
• Are successful partnerships dependant upon
  funding?

• What has the WLGA learnt?

• Continued support for LAs if set up project
• Regular strategic dialogue with other exemplar
• partners crucial
• Would we put 5 authorities on a pedestal again?
