What Is Institutional Effectiveness (IE)?
4The Meaning of Institutional Effectiveness and
Assessment
- Institutional effectiveness is based on the
philosophy that institutions that engage in this
process comprehensively, systematically, and
conscientiously will become stronger and more
effective. - Evidence of A sound Institutional Effectiveness
Program - Occurs throughout the academic and administrative
areas of the institution - Conducted systematically and is research-based
- Becomes part of the ongoing functioning of the
institution - Rationale
- IE process deserves GHC's full commitment because
of its many values - Is required by our accrediting agency, the
Southern Association of Colleges and Schools
Commission On Colleges (SACSCOC)

- IE process increases the likelihood that
- members of an institution will share a sense of
its mission - programs and resources will be effectively
directed to meeting the mission - academic programs and administrative services
will continuously self-examine in order to
create the most effective learning
environment and experiences for students
6An institutionally effective institution is one
that
- Develops an articulate meaningful statement of
the college purpose and the specific ways in
which each academic program and
administrative service contributes to
realization of the college mission. - Develops specific and measurable outcomes or
results that each academic program and
administrative service is intended to have. - Establishes and uses a variety of effective means
for determining the extent to which the
intended outcomes are being realized. - Uses the information collected to identify and
implement program and service improvements
that enhance the institution's ability to
achieve its intended outcomes and purpose.
7The Essential Components of Institutional
Effectiveness in Academic Departments
- In order to conduct a meaningful and systematic
program of institutional effectiveness, three
essential tasks must be completed for all
academic majors and programs - The formulation of an Assessment Plan, including
a mission statement, objectives, student learning
outcomes, and assessment mechanisms - (2) The conduct of an Annual Assessment
Periodic Program Reviews - (3) The integration of assessment activities
within the College's planning and budget
processes

- 1. Sustaining the mission of the College through
continuous study and analysis of institutional
data - to support decisions regarding institutional
planning, budgeting, human resources, assessment - and evaluation of student learning,
individual performance, and institutional
effectiveness - 2. Providing an exchange of information which
augments and facilitates informed decisions - 3. Critically reviewing and initiating
appropriate and relevant actions in response to
assessment results provided by a variety of
reports and/or data - 4. Designing, collecting, analyzing,
interpreting, and distributing information,
research and survey data to appropriate
individuals and units of GHC - 5. Assessing the relevance and value-added
potential of institutional effectiveness
processes to GHC - 6. Assembling relevant value-added reports and
planning documents to the advantage of GHC
operations - 7. Acting as intermediary between the functional
units to bring about change in policies and
procedures that ensure higher degree of
standardization and integrity of data in
administrative processes

8. Providing helpful consultation to College
Community concerning appropriate research design,
effective survey development, test and
measurement pedagogy, and appropriate
instrumentation for institutional
assessment 9. Gathering, generating,
organizing, and storing research data to ensure
that the college mission statement is
reflected in the results of the educational and
public service programs of the college 10.
Instituting institutional studies and providing
analytic information and relevant analysis to
ensure that the college goals and
objectives at all levels are comprehensive,
concise, clear, and consistent with
institutional purpose in support of curriculum
and instruction 11. Ensuring that the systems
for data gathering, storage, and dissemination of
research findings and service deliverables
enhances procedures for evaluating the extent to
which GHC educational goals and objectives
are being achieved, and are comprehensive,
systematic, integrative, and
research-based to produce reliable information at
all levels for informed decisions 12. Providing
decision support systems to ensure a fiscally
sound management of the College's
resources that enhance institutional performance,
accountability, effectiveness, and continuous
quality improvement 13. Facilitating College
Strategic Planning and Policy Formation
processes, and ensuring that evaluative

services to maximize institutional productivity
