Purpose of theEvacuation Liaison Team

• Facilitate information exchange between states
• Provide FEMA and USDOT Headquarters with timely
  and accurate information

Evacuation Travel Demand Forecasting Model (TDFM)

• Web based GIS tool to run on Windows Explorer
• Requires three inputs for each county
• Storm evacuation category, tourist occupancy,
  participation rate
• Additional inputs - traffic counts, directional
  number of lanes
• Distributes evacuees among pre-determined
  destinations based on hurricane evacuation
  studies
• Traffic volumes and updates not real-time, by
  design in this version of the model

Findings from the Table-Top Exercise

• The ELT concept was successful
• The TDFM improved communication among the states
  and ROC
• The TDFM gave a reasonable idea of the likely
  state to state traffic volumes

Next Steps for the ETDFM

• Inclusion of coastal states from Texas to
  Delaware
• Inclusion of all threatened counties and major
  evacuation routes
• Identification of major incidents along the
  evacuation routes
