PCS Status
  • TMDL Promulgated in December 1998
  • Nanticoke TAT formed in 2000
  • January 2003 Final Team PCS Recommendations
    submitted to DNREC
  • DNREC convened PCS Workgroup to identify
    agriculture reduction efficiencies
  • Determine Future Implementation goals
  • 2004? Promulgation of Recommendations

4
TMDL - Total Maximum Daily Load
  • Point sources
  • Biological Nutrient Removal or equivalent from
    Bridgeville, Laurel, Seaford WWTP
  • Remaining point sources capped
  • Nonpoint sources
  • 30 reduction of TN
  • 50 reduction of TP
  • Implementation through a Pollution Control
    Strategy

5
Baseline Nutrient Loadings and Required Reductions
  • Baseline loads based on 1992 land use
  • Nitrogen 10,357 lbs/day
  • Phosphorus 347 lbs/day
  • Loading reductions
  • Nitrogen 3,107 lbs/day
  • Phosphorus 173 lbs/day
  • We may need to increase our goals to be in
    compliance with the CBP

6
Wastewater
  • PCSs currently in place
  • Holding tank compliance program (18 tanks)
  • PCS recommendations
  • On-Site Wastewater Disposal System (OSWDS)
    compliance program
  • Retrofit existing OSWDS with nutrient reducing
    technologies (14,778 tanks)
  • The On-Site Wastewater Corporation developed
performance standards for use in Delaware

7
Storm water
  • BMPs currently in place
  • Of the 24,624 acres of developed area,
approximately 1,074 acres are being treated by
storm water structures and filtration devices
  • Several combined sewer overflows in Seaford were
    eliminated

8
Agriculture
  • BMPs currently in place
  • 7,837 ac. of cover crops
  • 221 ac. of ponds, wildlife habitat, grassed
waterways, and grassed filter strips (CRP)
  • 1,578 ac. of grass, forest, and riparian buffers
    and restored wetlands (CREP)
  • 100 ac. treated by water control structures
  • 45,342 tons of poultry manure relocated
  • 104,387 ac. receive phytase poultry manure
  • 6,043 ac. have nutrient management plans
