Philosophy and History
  • Philosophy being infused.
  • Providing MDM, not as a charity or to meet the
    needs of poor children, but in response to
    their right to life, food and education.
  • Right Based Approach (RBA), rather than Need
    Based Approach (NBA)
  • The philosophy is backed by the Indian
    Constitution, the UN Convention on Childs Rights
    (CRC) and judicial pronouncements of the Supreme
    Court.

Background history
  • 1995-04 dry ration of 3 Kg to all Children.
  • 2003-04 cooked meal introduced in 30 blocks of
    10 districts.
  • 2004-05 dry ration of 2 Kg to children in
    areas where cooked meal was not served.
  • 1Jan2005 MDM universalized all primary schools
    including learning centers in Bihar.

  • Transportation from PDS to schools.

Some major decisions taken by Govt.
  • State share increased from 0.64 to 1.00 Wef 1
    April 2007
  • Within overall supervision by VSS, food to be
    cooked and distributed by MS/SHG/MS.teachers to
    be delinked as far as possible
  • VSS/MS/SHG/MS to lift grain from PDS.to be paid
    Rs.20 per quintal, may lift direct from SFC
    godawn...to be paid Rs. 35 per quintal
  • Pilot community Kitchen in Panta and Vaishali
    dist. urban
  • All children to be supplied plates to be stored
    in schools.
