4- The unique underground industrial dual- purpose
ADE-2 reactor has been operating at the Mining
and Chemical Combine (MCC) since 1964. The
reactor is known to be a reliable source of heat. - According to the Agreement signed by the
Government of Russian Federation and the
Government of the United States of America the
reactor must be decommissioned after replacement
source starting. December of 2006 is determined
as the reactor shutdown date. - Zheleznogorsk total thermal load, which is
covered by MCC sources, is 820 Gcal/h. In 2006
the heating demand is planned to be 1090 Gcal/h. - The dismissal of about 2500 people is going to
result from the reactor shutdown and
radiochemical production decommissioning.

5- Replacement Sources Options
- ADE-2 reactor Core Conversion mode with no
fabrication of weapon-grade plutonium. - Existent heat stations reconstruction.
- Underground nuclear power plant with two VK 300
type reactors construction. - Fossil fuel power plant construction.

6- There is a need to construct a new general power
source to meet growing heat demands of the
production plants and the city after reactor
shutdown and reduction of heat, generated with
costly mazut. - Investment plan studied four options as
replacement sources, they were - Sosnovoborsk Power Plant,
- New Underground Nuclear Power Plant,
- Power Plant of MCC,
- Boiler Workshops of MCC.
- After strong discussions and considerations
Mining and Chemical Combine arrived to the
decision to place Zheleznogorsk Power Plant on a
site with the unfinished TETs construction near
Sosnovoborsk. - Against the contract with PPNL, draft design for
a new Power Plant (TETs) was completed using the
existing Sosnovoborsk site with the unfinished
construction.

12- Mining Chemical Combine (MCC) considers it
necessary to provide the plant overall logistics
by the year 2010 with Phase 1 entered in 2006 - Power Plant capacity
- electric power 234 MWt
- heat power 2?193 5?95 861 Gcal/h
- working power supply 564 Gcal/h
- Indicated power source capacity meets power and
heat requirements of Zheleznogorsk city, the
development of the city and its productions.

13CONCLUSIONS 1. To continue the operation of ADE-2
Reactor at present mode till commission the
Power Plant, Phase 1. 2. To start the design of a
Coal Power Plant, full development 2 power
units and 5 steam-boilers. 3. Phase execution
of the Power Plant construction Phase 1, to
replace the reactors heat 2002 2006 to
involve the US funding as a part Phase 2, full
development 2010 funds of Zheleznogorsk city,
MCC, Minatom RF, and other sources 4. Construc
tion and commission of Power Plant allows to
create about 1000 new jobs for MCC personnel
released as the result of reactor shutdown.
