What Is It?
  • Federal database of all motor vehicles
  • Includes
  • All motor vehicles owned by the Government
  • All vehicles commercially-leased by the
    Government
  • Will not include deep undercover vehicles

Why Are We Doing This?
  • National security concerns, especially since 9/11
  • There is currently no single database of Federal
    motor vehicles
  • There is currently no centralized database that
    tracks all official Government license plates
  • Federal, State, and local law enforcement
    agencies cannot readily confirm the ownership of
    Federal vehicles

Why Are We Doing This?
  • Disaster Response
  • No common database exists to identify and locate
    Federal motor vehicles
  • Easier identification of vehicle types,
    quantities, and locations would improve Federal
    disaster response
  • Lost license plates
  • Over 10,000 plates lost or stolen each year

How Does This Differ From FAST?
  • FAST is a reporting tool that provides specific
    outcomes to GSA, DOE, EIA, and OMB
  • FAST is summary data on
  • Inventory
  • Costs
  • Miles traveled
  • Fuel
  • Vehicle Registration database will have
    per-vehicle data
  • Access limited to law enforcement agencies

    parameters and methodology

What Is Nlets?
  • Nlets International Justice Public Safety
    Information Sharing Network
  • Portal for accessing State DMV databases to
    ascertain motor vehicle ownership and security
    alerts associated with the vehicle
  • GSA Fleet currently provides data on 184,000
    vehicles
  • No data on remaining 447,000 vehicles

  • Vehicle data
  • VIN, Make, Model, Year, Color, Fuel Type
  • License plate data
  • Government plate, State plates
  • Vehicle contact information
  • Name, Address, City, State, Zip, Phone
  • Includes alternate contact
  • USPS delivery trucks modified format
  • Agency and bureau codes

Official License Plates
  • All manufactured license plates in system
  • Made and stored at UNICOR
  • Made and stored at agencies
  • Actually on motor vehicles
  • System will provide license plate audit trail
  • License plates are used on only one vehicle
  • License plates will expire (no decals on plates)
  • Old license plates will be used up

System Methodology
  • GSA Automotive will pre-populate the database for
    new vehicles
  • Agencies will finish each vehicle file with
    vehicle location, POC, and license plate
  • File will remain in suspense until complete
  • Agencies can enter complete vehicle records from
    scratch
  • Future suspense date for older vehicles with long
    life spans

  • Determined by agency fleet manager
  • None longer than 10 years
  • Approved by GSA/OGP
  • Plates are not re-used (new vehicles/stolen

    plate to be decided later (possible 3-4 years
