ATEX 137 (1999/92/EC)
  • The Use Directive.
  • The HSE Implements ATEX 137.
  • The Dangerous Substances and Explosive
    Atmospheres Regulations 2002 (DSEAR).
  • It is concerned with the Health and Safety in the
    Workplace where potentially explosive atmospheres
    may be present.

ATEX PRODUCTS
  • Directive 94/9/EC
  • The Equipment and Protective Systems intended for
    Use in Potentially Explosive Atmospheres
    Regulations 1996 (SI 1996/192)
  • Came into force 1 March 1996
  • Mandatory 1 July 2003

7
USERS DUTIES
  • Comply with Harmonised Standards
  • Conformity assessed to correct module
  • The Equipment must be CE Marked
  • All necessary information instructions for safe
    use
  • It MUST actually be SAFE

12
EN 13463-1BASIC METHODSand REQUIREMENTS
  • European Norm Standards
  • New Requirements for Mechanical Equipment .
  • It is now essential to include the mechanical
equipment in your DSEAR Assessment .
  • Design and construct to good engineering
practice, with no effective ignition source.

BS EN 1127-1 Ignition Hazard Assessmt
  • 5.3.2 Hot Surface
  • 5.3.3 Flames and Hot Gases
  • 5.3.4 Mechanical Generated Sparks
  • 5.3.5 Electrical Apparatus
  • 5.3.6 Cathodic Protection
  •  5.3.7 Static Electricity
  • 5.3.8 Lightning

14
BS EN 1127-1 Ignition Hazard Assessmt
  • 5.3.9 Radio Frequency
  • 5.3.10 Electromagnetic Induction
  • 5.3.11 Ionizing Radiation
  • 5.3.12 Ultrasonic
  • 5.3.13 Adiabatic Compression Shock
    Waves.
  • 5.3.14 Exothermic Reactions

  • Initial Inspection and Maintenance
  • Periodic Inspections
  • Grade of Inspections Visual Close or Detailed
  • Sample Inspections for Condition Monitoring (Not
    Random Faults)
  • Checklists and Records for Inspections

18
CAT 1 - STORAGE OF TECHNICAL FILE
  • If the equipment is to be used in a Zone 0
environment, the manufacturer must gain an EC
Type Examination and ATEX certificate from a
Notified Body, and Quality Assurance issues
    apply.

19
CAT 2 - STORAGE OF TECHNICAL FILE
  • For category 2 non-electrical equipment, the
completed technical file must be submitted to a
Notified Body for their storage (for 10 years).
  • Please note that a Notified Body will not review
the file, they will just store it.

20
CAT 3 - STORAGE OF TECHNICAL FILE
  • If the equipment is only to be used in a Zone 2
    environment, the manufacturer can declare
compliance (on completion and storage of the
technical file) and label the product
    accordingly.
  • There is no legal requirement for the technical
file to be submitted to a Notified Body in this
    case.

21
HSE Inspection Reports Deterioration in
Standards
  • Onshore - 50 of Sites Improvement Notices
    issued
  • No Inventory of Equipment
  • Excessive Corrosion
  • Very Poor Condition
  • Casing Nearly Corroded Through
  • Excessive Water Ingress

22
SUMMARY
  • Obtain Material Safety Data Sheets
  • Carry out a Risk Assessment
  • Classify the Hazardous Areas
  • Document the Area Classification
  • Assess all Non-Electrical Equipment
  • Confirm the suitability of Equipment in the
    Hazardous Areas
  • Produce a set of Maintenance Records
