Why

• The treaty was created primarily so that the
  Allies could decide and agree upon what they
  wanted to do to the Central Powers, the losing
  countries of WWI, which were mainly Germany,
  Austria-Hungary, Bulgaria, and the Ottoman
  Empire.

• British had lost many citizens in the war
• British citizens wanted Germany to pay for what
  they had done
• PM felt a harsh treaty might cause bitterness
  that would cause Germany to seek revenge in the
