Customs are struggling
  • Change focus from import to export
  • Need to get involved throughout the supply chain
  • Security to them includes Absence of Fraud
  • Adequate capacity/skills for new security roll ?
  • Need to delegate to partners in the supply chain
  • They use the principle of mutual acceptance of
    confidence on a bilateral basis (will take
    decades!!!!)
  • Are used to legal frameworks, not to
    international operating standards
  • Developed/developing countries???

What is DNVs concern?
  • The process in WCO will take too long time
  • By June 2004 only owners and ports will be
    prepared
  • What will happen to the motivation of our clients
    to take the ISPS-code serious?
  • This could turn the ISPS-code from a meaningful
    tool into an expense-only
  • The rest of world trade will be directed by
    unilateral US-regulations

How to speed-up the process?
  • Customs need to adopt the principle of security
    certification
  • As part of, or apart from, trusted trader
    agreements
  • Move from bi-lateral to multi-lateral acceptance
  • This requires the development of
  • International security standards for each step in
    the supply chain
  • A certification scheme as risk-assessment tool
    for customs
  • An accreditation scheme for certification bodies
  • DNV has developed first drafts of these tools
  • DNV will start pilots, testing these tools
    together with a group of progressive custom
    organisations and industry partners
