- Change focus from import to export
- Need to get involved throughout the supply chain
- Security to them includes Absence of Fraud
- Adequate capacity/skills for new security roll ?
- Need to delegate to partners in the supply chain
- They use the principle of mutual acceptance of
confidence on a bilateral basis (will take
decades!!!!) - Are used to legal frameworks, not to
international operating standards - Developed/developing countries???

16What is DNVs concern?
- The process in WCO will take too long time
- By June 2004 only owners and ports will be
prepared - What will happen to the motivation of our clients
to take the ISPS-code serious? - This could turn the ISPS-code from a meaningful
tool into an expense-only - The rest of world trade will be directed by
unilateral US-regulations

17How to speed-up the process?
- Customs need to adopt the principle of security
certification - As part of, or apart from, trusted trader
agreements - Move from bi-lateral to multi-lateral acceptance
- This requires the development of
- International security standards for each step in
the supply chain - A certification scheme as risk-assessment tool
for customs - An accreditation scheme for certification bodies
- DNV has developed first drafts of these tools
- DNV will start pilots, testing these tools
together with a group of progressive custom
organisations and industry partners

supporting the code? - A new task for WCO?
