- Doctrine tells the military how to carry out the
tasks given to them by the political leadership. - Training equips them with the skills needed to
put doctrine into practice.

- The military dont know what they are supposed to
be doing, or how. - Capability declines.
- Morale and discipline suffer.

- - War is a continuation of state policy with
the addition of other means. - He meant that
- Any use of military forces must have a purpose

- The government places various tasks on the
military. - It defines end-states and objectives.
- It also places political limitations.
- It asks the military to make proposals.
- It accepts them or asks for modifications.

armed conflict?Much depends on the particular
case.

- The Government must articulate what it wants.
- It must make it clear how things have changed.
- Foreign help may be useful, but should not
dominate. - A consensus should be sought.

- Changes in the nature of warfare.
- Changes in the strategic situation.
- Changes in the political structure of the country
- Changes in the context of the armed forces.

- End of civil wars.
- Regional settlements.
- Post authoritarian states with military
involvement. - Army as the military wing of the Party.

academies and so forth?No, but you can set them
a good example.

- The military are group-minded. They will follow
