- The forthcoming law will introduce the notion of
parenting. - Parenting - intentionally organized activity
within the education system aimed at personal
development, creation of conditions for students

basis of socio-cultural, spiritual and moral
values, socially-accepted rules and norms of
conduct in the interests of individuals,
families, society, state.
8Presidents assignments in the field of education
- September 19th, 2011
- President signs several assignments including
those on education - Assignments were given to the Government of the
Russian Federation on ensuring consistently
high-quality educational programs, regardless of
the type of general education institution
attracting young specialists and post-graduate
students to teach core subjects corresponding to
their areas of expertise at schools equipping
schools with educational and laboratory equipment
required to meet government standards for core
school education, as well as for student design
and technical creativity. - The government and the executive authorities of
Russias federal constituent entities were
instructed to ensure improvement in teachers
training, create a general education manager
talent pool, and to modernise the system of
teacher education in 2012-2013.
9Federal Target Programm for the Development of
Education 20112015
- February 7th, 2011
- The new program's key tasks are to upgrade the
system of general and preschool education, bring
professional education and training in line with
the labor market demands, and develop a system of
assessment of the education quality. - It will be carried out in 2011-2015.
- 157 billion rubles (5.1bn) will be allocated to
the program.

- Rejuvenation process among teachers in Russia is
extremely slow. Share of lower grades teachers
younger than 30 is lower than in other developing
countries (13,7 of teachers with work experience
of less than 10 years against 30 of the total
number)
19Migration
- Scale of labour migration into Russia have been
constantly growing during the last decade. In
2008 the number of official labour migrants in
Russia approached 2,5 million. - Most migrants come to Russia for a year or more.
Only 15-20 of them are short-term migrants,
contrary to a popular point of view that
considers labour migration seasonal. -
- In 2010 1 840 446 foreign citizens were
registered in Moscow. - More than 80 of legal foreign workers are
employed in six main fields construction,
wholesale and retail, agriculture, manufacturing
activities, mining, transport and media.

Strategy 2020
- Successful solution of innovative human-being
competence-forming tasks demands modernizing
state education policy in a number of key
directions. Advanced training of teachers,
researchers and managers. - Development of support mechanisms for cooperation
between universities and enterprises from
innovation sector. Not less than 10 of
university budget funding must be allocated to
corresponding projects. - Development of continuos education system,
creation of conditions (infrastructure) for
constant training and improvement for all
economically active population. An advanced
training system for not less than 15-20 of
employed citizens must be created by 2020. - Forming a system of university-based schools for
gifted children. Each leading federal university
will have such a school which will provide both
regular and distanced education.

- Today the average teachers salary in a regular
school is approx. 12000 rubles. Average teachers
salary is approx. 14000 rubles. - Differences between regions are quite large. The
average teachers salary in a regular school is
33 479 rubles in Moscow and 7 033 rubles in the
republic of Karachaevo-Cherkessiya.
