  AYP), LEA must develop alternative governance
  plans, such as
• Reopening as public charter school
• Contracting with private management company
• Turning school over to the state

• After 4th year of PI (6th year of failure)
• Must implement alternative governance plans

• Schools identified under old law will pick up
  right where they left off up to first year of
  corrective action
• Schools identified for improvement must spend at
  least 10 percent of Part A funds on professional
  development
• All school improvement plans, professional

  scientifically based research.
