Scenario 1

• Intelligence says another 9-11 styled attack is
  on its way
• An attack against the alleged perpetrator,
  Neduol, would be opposed by UN, and many intl
  allies
• News will break to public in 3 hours
• Decide to
• -increase homeland security
• -Not to engage Neduol
• -Display displeasure with Neduol
• -Present plan for later attacks

  with large military capabilities
