Oil Pollution Act of 1990

• As Amended Through P.L. 106-580, Dec. 29, 2000.
• Draft Year 1989-1990 after Exxon Valdez spilled
  over 11 million gallons of Alaskan crude into the
  water of Prince William Sound.
• National Law for the United States of America.
• The OPA also created the national Oil Spill
  Liability Trust Fund, which is available to
  provide up to one billion dollars per spill
  incident.

• The Oil Pollution Act of 1990 amended the Clean
  Water Act and addressed the wide range of
  problems associated with preventing, responding
  to, and paying for oil pollution incidents in
  navigable waters of the United States.

Amendments included changes to federal response
authority penalty increases for oil spills
establishment of U.S. Coast Guard response
organizations mandated tank vessel and facility
response plans and the formulation of area
contingency plans for selected areas.
