    their nation the more capabilities and capacities
    the nation will have to conduct emergency
    management functions within their nation.
  • Cultural beliefs will influence the extent to
    which a tribal nation will carry out emergency
    management functions.
  • Standing treaties will influence a tribal
    nations ability to cooperate with state on
    emergency management issues including the flow of
    grant monies and disaster relief.
