    for consistently evaluating and identifying LTS
    activities and for estimating LTS costs.
  • A vehicle for this framework is the LTS Plan
    guidance under development to support the 2004
    LTS plans.
  • States and Tribes must have a strong role in
    developing this guidance and in the 2004 LTS
    plans.
