Title: Assessment of the regulative situation for gas boilers

1
Assessment of the regulative situation for gas
boilers
  • Jean Schweitzer
  • DGC nov 2005

2
  • Directives where are we going?
  • Standards are standards ready for the
    requirements of the directives?

3
  • Directives applicable to boilers
  • Boiler Directive 92/42
  • Labelling directive 92/75
  • Eco design directive
  • Gas appliance directive
  • BED directive

4
  • Boiler efficiency
  • 5 to 7M Boilers sold every year in EU
  • ? Considerable impact on energy savings
  • Strong interest to introduce measures to reduce
energy consumption in the heating sector.
  • 3 possible regulative tools
  • Boiler Directive 92/42 (star rating)
  • Labelling directive 92/75
  • Eco design directive

5
  • BOILER DIRECTIVE
  • Old
  • Minimum requirements for boiler efficiency not
    adapted anymore
  • Star rating system design problem (interval
    between the labels too tight)

6
  • LABELLING DIRECTIVE
  • Not clear if it applies to CH boiler (can be
    decided by the labelling committee)
  • Applies to hot water production appliances (e.g.
    already for el.)
  • Strong press for it also applies to gas
    appliances (see further)

7
  • ECO DESIGN
  • Umbrella directive, can, be implemented trough
    other directives
  • Covers CH boilers several other products
  • Makes the star rating obsolete
  • Makes labelling of CH mandatory
  • Opens for other implementing measures (e.g.
    information systems).

8
  • CALLS FOR TENDER TO CLARIFY THE SITUATION
  • Call for tender BED
  • Call for tender eco design
  • Objective Market study to help the commission to
set up the most adapted policy

9
  • CALL FOR TENDER BED, DGC application
  • Analysis of the present situation with the boiler
    directive (92/42).
  • Overall analysis of heating technologies and
systems used in EU. Definition work. Categories
    (qualitative)
  • Study of the market for boiler and heating
    appliance market in EU (quantitative)
  • Study of the national measures concerning boilers
  • Proposal for implementing measure (Analysis and
    argumentation work / design).
  • Modelling and Prospect work

10
  • CALLS FOR TENDER ECO DESIGN
  • LOT 1 Boilers
  • LOT 2 Water heaters
  • more
  • Market study Life cycle analysis

11
  • WHAT NOW?
  • Studies shall be finished midt 2006, and in
principle nothing will be done before the
    conclusions are known.
  • But the labelling committee meeting (June 2005)
decided of the acceleration of the work new
draft directive for the Gas and oil water heating
    labelling (August 2005)

12
  • HOT WATER the situation
  • New standards (CEN prEN 13203)
  • New directive proposal
  • MARCOGAZ comments to the new directive what is
    the reproducibility of test?
  • EHI says in letter to DGC TGREN only 3 labs can
measure in EU ! (dgc, ike, cetiat)
  • The reproducibility is a big issue starting the
labelling with hot water appliance is not the
    most easy way.
  • DGC project proposal (via CEN 109)

14
  • WHAT IS THE STATUS FOR THE MEASUREMENT OF
    EFFICIENCY?
  • Interlaboratory reproducibility in view of
    labelling

  • With the application of a GLP the
    inter-laboratory reproducibility is reasonable at

  • The inter-laboratory reproducibility at 30 PART
    LOAD is not good enough

18
  • We still need the information system!
  • Labelling rough information valid for an
    average installation, shall be simple
  • Information system shall be used for the final
choice (e.g. E boiler can be adapted to some
    situation).
  • Complementarity of the systems. Dialog
    user/installer

19
  • ECO DESIGN IMPLEMENTING MEASURES
  • LABEL INFORMATION SYSTEM two complementary
    tools.
  • The LABEL shall be simple and cant reflect the
complexity of the real installations, therefore
there is a need for the two systems for installed
    products such as boilers.
  • Annual efficiency (performance depends on the
installation) concept for the INFORMATION SYSTEM
  • Full or part load efficiency for the LABEL
  • Models (BOILSIM) able to calculate efficiency
    for different situations

20
  • The structure of the system
  • Boiler data base
  • Brand
  • Model
  • Efficiency
  • SBY
  • Emission
  • Electricity
  • Etc.

  • INFORMATION SYSTEM
  • Ambition as large BOILER data base as possible
(all boilers on the DK market)
  • Open for test not done at DGC
  • Protocol for test
  • Present collaboration REPSOL / DGC

24
  • CONCLUSION
  • Waiting for the call for tender studies
  • Hot water already on going
