No Child Left Behind
  • to ensure that all children have a fair,
    equal, and significant opportunity to obtain a
    high-quality education and reach, at a minimum,
    proficiency on challenging State academic
    achievement standards and state academic
    assessments.

Components of NCLB
  • High academic standards
  • At least three levels of achievement basic,
    proficient, and advanced (NYS Levels 1-4)
  • Challenging academic standards in Science by
  • 2005-2006 (already in place in NYS)
  • One Science Assessment in the following grade
    areas
  • Grades 3-5
  • Grades 6-9
  • Grades 10-12

Assessments
  • Assessments will be required in ELA and Math in
    Grades 3-8 by 2005-2006
  • Assessments must reflect challenging academic
    standards
  • Assessments must be the same in every school
    statewide
  • Assessments must be valid and reliable
  • 95 percent of students must take the assessments

English Language Learners
  • Entry into ESL/ELL determined by new LAB-R
  • Must be assessed in content area in their own
    language
  • No longer exempt from SED Assessments
  • By 2002-2003, must be assessed in English
    proficiency every year (NYSESLAT)
  • Students are exited by passing the NYSESLAT Test

English Language Learners
  • Parents may not remove their students from ESL if
    they have not passed the NYSESLAT
  • Students are expected to move out of ESL Programs
    after three years with support provided in years
    4-6.

Students with Disabilities
  • Students must be tested with accommodations and
    adaptations
  • Students must take all SED Assessments unless
    severely handicapped
  • Severely handicapped students take the NYS
    Alternative Assessment (NYSAA) in each of three
    age categories elementary, middle, and high
    school
  • The district is responsible for testing students
    in outside placements within the State of New
    York.

Accountability
  • Standards and Assessments must be the same for
    all schools in the State
  • There must be sanctions and rewards for school
    districts based on their students scores.
  • The goal is for all students to achieve Level 3
    or Level 4 by 2013-2014.
  • Must be separate, measurable annual objectives
    for continuous and substantial improvement for
    ALL STUDENTS AND SUBGROUPS.
  • The accountability measure must include two
    indicators, one of which must be graduation
    rates.

Adequate Yearly Progress
  • Each State must define Adequate Yearly Progress
    (AYP) for each public school and district toward
    achieving the goal of mastery in 2014.
  • The criteria used to determine AYP are
  • Grade 4 - ELA, Math, and Science
  • Grade 8 - ELA, Math, and Science
  • High School - completion rate, ELA, Math, Science
  • 95 Percent of students must be assessed

AYP Performance Indicator
  • NYS will use Performance Indicators to measure
    AYP.
  • Separate indicators for ELA and Math
  • The index ranges from 0-200, 200 being the goal
    for 2013-2014.
  • A 200 would mean that all students are performing
    at or above Level 3.

AYP Performance Indicator
  • At the high school level, a 200 would mean that
    all students would score 65 or above on all
    required regents
  • Currently, the AYP changes every year and is now
    at 150 in each discipline for the 2002-2003 year

Sub Groups (Disaggregated Groups)
  • Scores must be disaggregated by ethnicity,
    poverty, Special Education, and ELL.
  • A group consists of 30 or more students.
  • The AYP of each of the groups is assessed
    annually.
  • Each group must meet the AYP. The groups AYP
    may be different from the AYP of the building.

    (State Certified)
  • All Core Academic Subjects taught by highly

    services. LEA must take corrective action.

  • Parent Options
  • Transfer of student from a low performing school
    to a high performing school in the district.
  • A parent may also request a transfer if a school
    is determined to be unsafe.
  • Preference will be given to low achieving
    students from low income families.
