TYPES OF SYSTEMS
  • The FSS Plan contains two types of systems
  • PART A systems
  • National Allotments
  • PART B systems
  • Existing Systems
  • Two other types of systems can be implemented
  • Subregional Systems
  • Additional Uses

ALLOTMENT
  • Nominal orbital position
  • Bandwidth of 800MHz (uplink and downlink)
  • Service area for national coverage
  • Generalized parameters
  • Predetermined arc (PDA)

EXISTING SYSTEM
  • Recorded in the MIFR before the adoption of the
    Plan,or
  • Coordination procedure has been initiated before
    the adoption of the Plan, or
  • Advance publication information was received by
    the BR before 8 August 1985

SUBREGIONAL SYSTEM
  • Satellite system created by agreement among
    neighbouring countries
  • Intended to provide domestic or subregional
    services within the geographical areas of the
    countries concerned

ADDITIONAL USE
  • Allowed in case of a requirement whose
    characteristics differ from those used in Part A
    of the Plan
  • Such requirement can be met only if
  • the administration has already converted all
    or part of its allotment into an assignment, or
  • the requirement cannot be met by the conversion
    of the allotment into an assignment

  • Assignments derived from allotments in Part A
  • Assignments relating to existing systems in Part
    B
  • Assignments resulting from subregional systems
  • Assignments relating to additional uses

TECHNICAL CRITERIA
  • C/N ratio of 16 dB
  • Aggregate C/I ratio of 26 dB
  • Single entry C/I ratio of 30 dB

PREDETERMINED ARC (PDA) (1)
  • The PDA is a segment of the GSO about a nominal
    orbital position, associated to each satellite
    system.
  • The width of the PDA is reduced as the stage of
    development of the system progresses
  • 10 degree Pre-design stage
  • 5 degree Design stage
  • 0 degree Operational Stage

PREDETERMINED ARC (PDA) (2)
  • An administration is not considered as affected
    if its
  • nominal orbital position is moved within the
  • corresponding PDA while keeping interference
    within the accepted levels.

PREDETERMINED ARC (PDA) (3)
  • The PDA concept may be applied only
  • to provide an allotment to a new Member State
  • when converting an allotment into an assignment
  • to accommodate a subregional system
  • to resolve incompatibilities with existing
    systems (except for the implementation of
    additional uses)
  • to resolve incompatibilities with assignments in
    the List (except for the implementation of
    additional uses)

GENERALIZED PARAMETERS (1)
  • A C
  • Up Down link interference-producing capability
    expressed by the respective off-axis e.i.r.p.
    density
  • B D
  • Up Down link interference sensitivity expressed
    by the respective off-axis receiver sensitivity
    to interfering e.i.r.p. density

GENERALIZED PARAMETERS (2)
  • If the calculated A, B, C D values are less
    than or equal to those in the Plan, the
    implementation of the allotment is in conformity
    with the Plan
  • Allotments can also be implemented with A or C
    values greater than that in the Plan to the
    extent that compatibility with other systems is
    achieved
  • Allotments can also be implemented with higher
    values of B or D, which implies acceptance of
    higher values of interference

IMPLEMENTATION OF ALLOTMENTS (1)
  • Implementation of allotments of Part A, i.e.
    conversion of allotments into assignments, is
    straightforward if
  • they have the same or better characteristics than
    those in the Plan (conformity with Part A)
  • they comply with the macro segmentation concept
  • they are compatible with Part B

IMPLEMENTATION OF ALLOTMENTS (2)
  • The conditions for conformity with Part A are
  • the service area is not greater than that in Part
    A
  • the calculated values of the A C parameters are
    not greater than those in the Plan
  • the orbital position corresponds to the nominal
    orbital position in the Plan

IMPLEMENTATION OF ALLOTMENTS (3)
  • Proposed assignments not in conformity with Part
    A of the Plan shall be compatible with
  • systems in Part A
  • systems in Part B
  • assignments in the List
  • proposed assignments previously received by the BR

IMPLEMENTATION OF EXISTING SYSTEMS (1)
  • To be recorded in the List, the existing systems
    contained in Part B shall be compatible with
  • systems in Part A
  • systems in Part B
  • assignments in the List
  • proposed assignments previously received by the BR

IMPLEMENTATION OF EXISTING SYSTEMS (2)
  • Only existing systems having characteristics
    different from those in Part B and which were
    received by the BR after 29 August 1988 need to
    apply the procedures
  • Existing systems in Part B expire after 20 years
    from the entry into force of Appendix S30B (16
    March 1990)

IMPLEMENTATION OF SUBREGIONAL SYSTEMS (1)
  • All or part of the national allotments used by
    the subregional system shall be suspended for the
    life period of the subregional system unless it
    does not affect allotments or assignments

IMPLEMENTATION OF SUBREGIONAL SYSTEMS (2)
  • To be implemented, the subregional system shall
    be compatible with
  • systems in Part A
  • systems in Part B
  • assignments in the List
  • proposed assignments previously received by the BR

IMPLEMENTATION OF ADDITIONAL USES (1)
  • The procedures for additional uses may be applied
    provided that the proposed assignments have a
    maximum period of validity of 15 years

IMPLEMENTATION OF ADDITIONAL USES (2)
  • To be implemented, the systems applying the
    procedures for additional use shall be compatible
    with
  • systems in Part A
  • systems in Part B
  • assignments in the List
  • proposed assignments previously received by the BR

NEW ALLOTMENT FOR A NEW MEMBER STATE
  • A new Member State can obtain a national
    allotment in Part A of the Plan. Required
    information
  • geographical coordinates of 10 test points (max.)
  • height above sea and rain zone of each test point
  • any special requirement, other than a fixed
    orbital position

NOTIFICATION OF ASSIGNMENTS
  • Any assignment for which the relevant procedure
    of implementation has been successfully applied
    shall be notified in accordance with Article S11
    of the RR
  • A PDA of zero degree (operational stage) shall be
    associated with this assignment

OTHER RELATED ISSUES
  • Changes adopted due to WRC-2000 decisions
  • use of the Appendix S4 (WRC-2000) of the RR in
    lieu of Annex 2 to Appendix S30B
  • Rules of Procedure
  • established by the RRB to facilitate the tasks of
    administrations and the BR
