Situation...

• Wisconsin gets a low return on federal funding
• Our interests werent always articulated and
  advocated forcefully in DC
• Wisconsin lacked a federal strategy

• Wisconsin has been gaining federal funding shares
  in some areas
• Per Capita federal spending is a sometimes poor
  benchmark of state effectiveness in DC
• Governor has been effective on key issues
• Many important gains dont show up in spending
  totals

• An On-going Process to Address Federal Issues
• An initiative to redefine goals and yardsticks in
  Federal-State relations to show progress
• A leadership role which will improve visibility,
  communication and stakeholder involvement
• A commitment of effort to build trust and
  relationships among key players

• Use a targeted approach with big impacts which we
  can influence Medicare grants procurements
• Measure success on those issues, not per capita
  spending rankings
• Direct spending is only one part other federal
  issues (regulation, tax changes, environmental
  laws) have big impacts

• Grantsmanship assistance at the local level

• Small units of government do not have the time or
  resources to apply for federal grants
• Do not always have the expertise to write an
  effective proposal
• Do not always have the matching funds needed for
  grants
• Outreach Specialist assists local governments
  with review and editing
