Our Starting Point, Pre-Exemplar

• 2001/02 recycling 2.6 (bring sites)
• No kerbside recycling
• Low diversion at CA site

2. THE BIDDING PROCESS

• Original bid in May 2002 (Council and Menter Mon
  - enterprise and community agency)
• Target 7000 properties with compost bins,
  kerbside collection, bulky furniture collection -
  bid for 900k
• Success in July 2002 (1 of 5 out of 22)
• be given support to work towards Exemplar
  Status

• Wheres our money?
• Is 50 diversion a realistic target?
• How do we set up a partnership?
• What about grant application support?
• What about match funding?
• Who does what and by when?
• Answer to above Dont really know

4. EXEMPLAR DEVELOPMENT

• Many months of uncertainty
• Numerous meetings with no real direction
• Major problems regarding trust between partners
  and who would deliver the services
• No clarity on how much money available
• Business Plan several concerns
• Motivation flagging very slow progress

5. CLEANSTREAM

• Real money to bid for
• Real structure to the bidding process
• Real deadlines to meet
• Clarks Legal prepared legal agreement
• Funding approved in mid 2004
• Scheme started in March 2005

6. STRATEGIC RECYCLING SCHEME (SRS)

• Real structure to the bidding process
• Clarks Legal prepared Legal Agreement
• Funding approved in mid April 2005
• Project Manager appointed in July 2005

7. LESSONS LEARNT

• Dont under estimate time input into the process
• Get expert legal support
• Appoint Project Manager from the start
• Focus on what is really important i.e. The bid
  itself
• Set clear goals and define responsibilities
• Speak with others dont re-invent the wheel.
• Develop trust between partners
