  requires government agencies to replace
  paper-driven processes with EDI-electronic data
  interchange

  Through Electronic Commerce-October, 1993
  provides an implementation schedule for
  streamlining procurement processes using EDI
• National Performance Review establishes a
  government-wide program to use electronic
  commerce for Federal procurements
• S.1642/H.3921 Federal Financial Assistance
  Management Act of 1998
• Public Law 106-107 Federal Assistance
  Management Improvement Act of 1999 improves
  effectiveness of Federal grant programs,
  facilitates coordination among agencies,
  simplifies grant application and reporting
  requirements, and improves delivery to the public
